SCADA Organizational Change Management (OCM) Senior Analyst

About this position Job Id :CLI-45709-5 Job Type: Contractual

We are looking for a Senior OCM Analyst to support the post-implementation phase of a major SCADA platform transition within a utility environment.

The ideal candidate will have strong organizational change management, utility operations, SCADA/EMS, and NERC experience. This person will help drive adoption, improve processes, manage post-go-live issues, and establish the future-state operating model.

Location: Remote

Requirements
  • 7+ years of experience in OCM, business transformation, or operational consulting.
  • Strong experience working in the utility/energy industry.
  • Experience working in a NERC-regulated utility environment.
  • Understanding of NERC reliability standards and NERC CIP requirements.
  • Experience with SCADA, EMS, control-room operations, or grid operations.
Experience leading OCM activities including:
  • Stakeholder engagement
  • Change impact assessments
  • Communications
  • Training
  • Adoption and readiness assessments
  • Experience assessing current-state processes and developing future-state operating models.
  • Strong workshop facilitation, communication, documentation, and presentation skills.
  • Ability to manage multiple workstreams in a complex organization.
  • Ability to pass required background and utility/government security screening.
Preferred Qualifications
  • Direct experience with SCADA implementation, modernization, or post-implementation optimization.
  • Experience with government-owned, municipal, or public power utilities.
  • Prosci/ADKAR, CCMP, or similar change management certification.
  • Consulting experience supporting utility technology transformation programs.
Responsibilities Organizational Change Management
  • Lead OCM activities to drive adoption of the new SCADA platform.
  • Develop stakeholder, change impact, readiness, communication, and adoption plans.
  • Conduct workshops and training sessions.
  • Identify resistance and develop targeted change strategies.
Process & Operating Model Transformation
  • Assess current SCADA and operational processes.
  • Identify gaps between current processes and the new platform.
  • Develop future-state processes, workflows, SOPs, and operating models.
  • Partner with operations, engineering, and compliance teams to ensure alignment with NERC and internal requirements.
Post-Implementation Issue Management
  • Track and manage post-go-live adoption and process issues.
  • Maintain an issue log and prioritize issues based on operational risk.
  • Coordinate with business and technical teams to drive resolution.
  • Identify adoption risks and develop mitigation plans.
Documentation & Reporting
  • Create process maps, SOPs, operating model documentation, and transition plans.
  • Develop KPIs to measure adoption, compliance, and operational effectiveness.
  • Track progress and provide regular updates to leadership.
  • Maintain documentation to support knowledge transfer and long-term sustainability.
Communications
  • Develop and manage stakeholder communication plans.
  • Communicate changes clearly to executives, operations teams, and business partners.
  • Ensure consistent messaging and timely communication across stakeholders.
