Job description

ESSENTIAL FUNCTIONS & KEY ACCOUNTABILITESManagement:
  • Ensure the effective management of all programs, training and recruitment operations, in close collaboration with the Accounting, Advancement, Training, Financial Services, Recruitment and Program teams.
  • Provide strong leadership and oversight with other aspects of Program, Training, Recruitment and Financial Services, including Navigation, Instruction, and Financial Counseling.
  • Take the lead in creating program designs for grant applications, create program budgets, and ensure timely reporting and disbursements, per contractual obligations.
  • Communicate and maintain accountability regarding monthly financial reports, managing the program budget with team of program coordinators on a regular basis.
  • Establish, maintain, and monitor appropriate internal controls and procedures;
  • The Chief Program Officer will oversee relationships with partners and collaborators and is responsible for ensuring program performance and successful execution.
  • Work with partners to address challenges and problems related to programs in the field;
  • Produce timely, accurate, and useful reports on grants and programs for funders, foundations, leadership, and the board Program Committee as well as the Board of Directors.
  • Oversee the preparation and communication of contractual monitoring and evaluation reports/audits.
  • Plan, manage and oversee the successful execution of all internal and external audits, including federal and/or donorspecific requirements.
  • Develop and maintain a complete understanding of all program, training, recruitment, and financial services related funding sources and lead in implementation efforts with appropriate and timely tracking and completion, as demonstrated on the organizational and program dashboard.
  • Ensure that contractual requirements are adhered to completely.
  • Work with contractors and vendors for instruction, construction, or maintenance projects.
  • Oversee issues as it relates to maintenance and repair of buildings and systems at the WOC and WRTC.
  • Hold staff/teams accountable for the achievement of program related outcomes
  • Provide support and strategic consultation to ensure that contractual obligations are met
  • Organizational Leadership:
  • Serve as a trusted advisor to the CEO in developing organizational strategy and ensuring program execution.
  • Participate in policy and system development as a member of the management team.
  • Serve as a role model and leader for the Program team.
  • Work collaboratively with the HR department and Directors (Program, Recruitment, & Financial Services) to address staffing needs and concerns in a timely and systematic manner.
  • Work directly with the CFO on program and partner budget management and with other members of the leadership team to plan and coordinate the needs of programs.
  • Advance SERJobs’ mission through rigorous and ethical financial and contractual practices and serve as a standard bearer of our organizational philosophies and behavioral competencies.
  • Bring strategic, visionary, collaborative thinking to the program operations, while developing and implementing innovative strategic initiatives in direct support of SERJobs’ mission, goals and objectives;
  • Serve as a resource for members of senior management, by counseling them on the political and contextual situation in the counties where we work, and by understanding the various stakeholders involved in the workforce landscape.
  • Demonstrate and embrace the mission and vision of SERJobs’ in all internal and external activities, and achieve the organization’s strategic initiatives with transparency, accountability, consistency, and adherence to the highest ethical standards.
  • Business Development:
  • Develop and maintain strategic partnerships.
  • Working with appropriate departments to develop funding proposals and followthrough on funding opportunities.
  • Manage all budgets related to programs.
  • Technical leadership:
  • Oversee monitoring and evaluation, and ensure accurate, timely reporting;
  • Working with the Directors (Program, Recruitment, and Financial Services), reviewing progress reports and responding to programmatic and technical challenges experienced by implementing partners.
  • Support the Data Operations, Program, Financial Services, Training, and Recruitment teams with reporting and related matters.
  • Board of Directors and External Relations:
  • Report to the SERJobs’ Board of Directors on programs, training, recruitment, and financial services;
  • Provide accurate and fully compliant information to the public, partners, funders, and if applicable, federal and state agencies.
  • QUALIFICATIONS
  • Minimum of 57 years of senior management and supervisor experience
  • Demonstrates ability to anticipate problems, assess situations quickly and implement appropriate policies and procedures in response;
  • Strong diplomatic and political skills, and excellent written and oral communication skills;
  • Demonstrates ability to plan and develop programs for, and manage, large, complex, multidisciplinary, geographically dispersed programs/initiatives;
  • Demonstrates an understanding of training programs, curricula design, and classroom observations.
  • Demonstrates and applies an understanding of recruitment and intake processes.
  • Demonstrates knowledge of financial coaching and counseling.
  • Proven ability to manage, motivate, coach, develop and solve problems with all staff;
  • Ability to gather, evaluate and present information effectively to employees, management and a Board of Directors and make actionable recommendations; strong written and oral presentation skills;
  • Ability to think conceptually and deal decisively with practical matters;
  • Ability to effectively desegregate data to make data informed decisions that will positively impact and improve all programs and services.
  • Ability to effectively communicate data to all stakeholders.
  • Ability and willingness to work independently;
  • Bachelor’s degree from an accredited college or university
  • Minimum of 5 to 10 years in the field of nonprofit, with progressively increasing experience managing programs in surrounding area counties;
  • Experience working at the leadership level; Minimum of 57 years of senior management and supervisor experience
  • Experience in multicounties nonprofit or corporate entities with multiple funding sources, including foundations and corporations
