Project Manager – RFP & Vendor Selection

Location: Harrisburg, PA
Duration: 6 Months
Schedule: Hybrid | 3 Days Onsite / 2 Days Remote
Hours: 40 Hours/Week
Interview: In-person interviews required

Position Overview

We are seeking an experienced Project Manager to lead the development and procurement process for a large-scale automated licensing and fulfillment system.

The Project Manager will oversee all facets of RFP development, submission, vendor evaluation, negotiation, and contract award. The successful candidate will serve as a project advocate throughout the procurement lifecycle and work closely with business stakeholders, subject matter experts, legal teams, procurement representatives, and technical teams.

The ideal candidate will have direct project management experience with projects of similar scope, size, and complexity, particularly those involving software development life cycles, licensing systems, order fulfillment, and customer/agent support.

Experience with natural resource management, conservation, outdoor recreation, or government licensing systems is highly desirable. Strong technical writing skills are preferred.

Key Responsibilities Project Management
  • Utilize an approved project management methodology to develop, control, and maintain a comprehensive project management plan and schedule.
  • Manage all aspects of RFP development, vendor bid management, proposal evaluation, negotiation, and contract award.
  • Maintain project documentation, schedules, meeting notes, action items, risks, and project tracking materials.
  • Coordinate activities across multiple stakeholders and ensure project objectives and milestones are achieved.
  • Work independently while maintaining alignment with organizational policies, procedures, and procurement requirements.
RFP Development & Submission
  • Develop a comprehensive RFP for a next-generation automated licensing system.
  • Document existing system functionality, business requirements, requested enhancements, and future-state requirements.
  • Gather, analyze, and document program requirements to meet business and operational specifications.
  • Ensure RFP documentation complies with applicable procurement directives, IT policies, procedures, and contractual requirements.
  • Conduct regularly scheduled meetings with subject matter experts, key stakeholders, legal representatives, and other project participants.
  • Research best practices and comparable licensing systems used by other states or organizations and recommend appropriate enhancements.
  • Document system, application, and data security requirements in accordance with organizational policies, industry standards, and best practices.
Service Level Agreements (SLAs)
  • Develop Service Level Agreements (SLAs) for inclusion in the RFP and subsequent contract.
  • Define service requirements, performance expectations, security requirements, licensing requirements, and applicable contractual provisions.
  • Work closely with legal and business stakeholders to develop comprehensive and enforceable SLAs.
  • Ensure SLAs adequately address turnkey point-of-sale, licensing, fulfillment, and customer/agent support processes.
RFP Evaluation & Vendor Selection
  • Develop and maintain vendor evaluation criteria, scoring methodologies, and response evaluation metrics.
  • Assist with evaluating vendor proposals to ensure compliance with mandatory RFP requirements.
  • Coordinate and support vendor question-and-answer processes.
  • Assist with vendor demonstrations, proposal evaluations, and clarification activities.
  • Provide consultation and recommendations regarding vendor scoring and selection.
  • Support negotiations with the selected vendor and assist through final contract award.
  • Ensure evaluation activities are properly documented and aligned with applicable procurement requirements.

  • Experience managing large, complex technology projects involving software development and implementation.
  • Experience with vendor selection, proposal evaluation, contract negotiations, and procurement processes.
  • Strong understanding of project management methodologies and documentation.
  • Ability to independently manage complex projects involving multiple stakeholders.
  • Excellent written and verbal communication skills.
  • Strong analytical, organizational, and problem-solving abilities.
Preferred Qualifications
  • PMP Certification – Preferred
  • Technical Writing – 1+ year – Preferred
  • Experience with government procurement and RFP processes.
  • Experience with automated licensing, permitting, fulfillment, or point-of-sale systems.
  • Familiarity with natural resource management, conservation, outdoor recreation, or similar public-sector programs.
  • Experience developing SLAs for technology and turnkey business process solutions.
