Job Description:

This Contracts Specialist position is working in the Surface and Airborne Integrated Systems (SAIS) business unit, which is part of the L3 Harris Technologies - Space & Mission Systems (SMS) business Segment. This position is responsible for preparing proposals, leading negotiations, and managing contract awards and through contract closeout for Commercial, International, and US Government contracts. Contracts will support maritime activities by providing mission critical products and services for naval submarine and surface applications. This position may also support opportunities with other prime contractors to US and Foreign customers in the foreign/international naval business market.

Essential Functions:

  • Responsible for RFP and solicitation review and risk assessment, proposal strategy and preparation, contract negotiation, contract administration, and customer contact activities for assigned contracts and programs.
  • Partnered with L3Harris Program Management Office, Contracts serves as the primary communication conduit between L3Harris and our customers.
  • Is responsible for maintaining official contractual records and the contracts repository.
  • Analyzes proposal materials and estimates to ensure accuracy and risk capture
  • Key stakeholder and cross-functional team members that leads the preparation of proposals and obtain appropriate approvals prior to submission to customer
  • Leads customer negotiation process.
  • Ability to negotiate complex contract terms and conditions and Statement of Works with US Government customers, as well as with commercial and international customers.
  • Champions and leads the program contract change management process.
  • Advises business unit leaders and management of contractual rights and obligations.
  • Ability to clearly present information to broad audience, inclusive of higher levels of management, as well as peer associates.
  • Communicates effectively and continuously within and outside of own function and business area and has responsibility for communicating with parties external to the organization (e.g., customers, vendors, etc.) when necessary.
  • Explains, interprets, and gains cooperation on complying with L3Harris policies, procedures and practices, as well as contractual requirements.
  • Ability to handle multiple assignments and achieve program goals and meet deadlines in a fast-paced environment.
  • Excellent presentation skills, strong analytical abilities and self-starter who can work independently with minimal supervision.
  • Ability to obtain a US Government Clearance if necessary.

Qualifications:

  • Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience 
  • Experience and success with managing complex contracts of all types (FFP, CPIF, CPFF, FPIF, etc.).
  • Experience in a Customer-Facing Contracts role to both USG DoD and International customers.
  • Experience in providing business, contractual and risk mitigation strategies to support the needs of the program.
  • Experience in all aspects of the contract life cycle including contracts administration, proposal preparation and close-out.

Preferred Additional Skills:

  • Depth of knowledge of the Federal Acquisition Regulation (FAR), FAR supplements (e.g. DFARS) and other agency regulations.
  • Familiarity with FAR, DFAR, ITAR, EAR, CAS, WAWF, DIBBS, PIEE, CPAR.
  • Demonstrated ability to develop customer relationship, provide RFP shaping/analysis and have participated in proposal development and bid strategy. 
  • Negotiation experience.
  • Microsoft Office Suite โ€“ high level of proficiency.
  • Demonstrated business acumen/finance experience.
  • Demonstrated ability to build relationships.
  • Advanced verbal and written communication skills.
  • NCMA professional certifications (CPCM, CFCM, etc.) are a strong plus.
