Job description

RedSky is seeking an expert Business Analyst and system administration support for the implementation, enhancement, and sustainment of the Enterprise Contract Writing Management (ECWM) system, Procurement Desktop-Defense (PD2), Standard Procurement System (SPS), or comparable federal contract-writing platforms. This position encompasses requirements gathering, business process mapping, system configuration coordination, testing oversight, end-user engagement, and data analytics support to inform operational and leadership decisions. The ideal candidate bridges the gap between contracting operations and IT systems, ensuring acquisition platforms remain compliant, functional, and optimized for mission execution.

Responsibilities:

  • Analyze business requirements and translate them into database designs, data specifications, and actionable reporting solutions.
  • Document existing and future-state procurement lifecycle processes, identifying gaps, inefficiencies, and potential compliance risks.
  • Provide recommendations for process and system enhancements in accordance with FAR, DFARS, SOFARS, DPAP memorandums, and agency acquisition policies.
  • Develop analytical reports on contracting activities, including project metrics, execution metrics, productivity metrics, and operational summaries for leadership decision-making.
  • Support the development and maintenance of corporate dashboards and data visualizations using Power BI or equivalent tools for operational and performance tracking.
  • Collaborate with the Contracting Officer Representative (COR) to develop data-intensive evaluations, analyses, and ad hoc reports critical for mission success.
  • Proactively notify appropriate stakeholders of any contract modifications or system configurations that conflict with FAR, DFARS, SOFARS, or DPAP guidance.
  • Coordinate with developers and system integrators on requirement implementation, configuration decisions, and change management activities.
  • Perform system administration tasks including report writing, script execution, error log monitoring, and issue resolution.
  • Assist with data migration, interface validation, and integration with FPDS, SAM.gov, WAWF, CLS, and other acquisition and financial management systems.
  • Manage network credentials and maintain appropriate system access levels to ensure contracting infrastructure integrity.
  • Develop custom reports using Cognos (SPS built-in report-writing tool) or comparable analytics platforms.
  • Serve as a primary point of contact with the SPS/ECWM Helpdesk to escalate and resolve technical issues.
  • Provide software upgrade support and assist with Information Assurance (IA) vulnerability remediation and software deployments.
  • Develop test plans, test scripts, and acceptance criteria aligned with system requirements and acquisition regulations.
  • Conduct User Acceptance Testing (UAT), regression testing, and defect triage in coordination with IT and contracting stakeholders.
  • Validate system outputs for accuracy, data integrity, and regulatory compliance.
  • Create user guides, Standard Operating Procedures (SOPs), job aids, and training materials for contracting personnel and system users.
  • Deliver training sessions and provide Tier 2 functional support for ECWM, PD2/SPS, and related eBusiness applications.
  • Support onboarding of new users, system modules, and functional enhancements as the platform evolves.
  • Provide end-user support on DoD electronic business applications including SPS, WAWF, and PIEE-integrated modules.

Qualifications:

  • Bachelorโ€™s degree in a relevant field and 1โ€“3+ years supporting federal acquisition or financial management systems (e.g., ECWM, PD2, ConWrite, SPS, or similar).
  • CompTIA Security+ required
  • Experience with DoD Contracting, Acquisition, or Financial Management systems
  • Proficiency in Microsoft Excel, Power BI, SQL (including Sybase SQL script writing), PowerShell, VB.Net.
  • Strong understanding of FAR, DFARS, SOFARS, procurement workflows, and the full contract lifecycle.
  • Experience in process mapping, requirements documentation, and functional specification writing.
  • Demonstrated ability to support IT applications including SPS/PD2, WAWF, Microsoft Office Suite, and Adobe Acrobat.
  • Ability to travel occasionally to DoD sites within the continental United States (CONUS) for system and user support.

  • Must possess an active Top Secret security clearance with SCI Eligibility
