Job description

Sigmatech, Inc. is seeking a highly qualified and motivated Senior Technical Advisor to support the Kuwait Security Assistance Liaison Office (KSALO) in Crystal City, Virginia, which coordinates the Kuwait Ministry of Defense's acquisition, sustainment, and training management activities in the United States. The Senior Strategic Advisor is responsible to the senior Kuwait Liaison Officer of the F/A-18 Project Office in Crystal City, VA. The primary duties include: developing and executing plans to support the Kuwait Air Force's (KAF) procurement and sustainment of 28 F/A-18 E/F Super Hornet aircraft and associated systems and training through the Foreign Military Sales (FMS) process; serving as a liaison for the KAF with Naval Air Systems Command's F/A-18 program office (PMA-265), Navy International Programs Office (NIPO), and the Defense Security Cooperation Agency (DSCA), as well as other interagency stakeholders; working directly with the U.S. Military Group Kuwait to resolve bilateral issues related to the program; and addressing concerns directly with the Kuwait Ministry of Defense. The position requires work on-site and periodic travel, both within the United States and to Kuwait.

RESPONSIBILITIES:

The Senior Technical Advisor will primarily support the Government Customer. Working independently, or as part of a diverse multi-disciplinary team, the Senior Technical Advisor will:

• Perform project management functions for the Kuwait F/A-18 Project Office and provide technical, engineering, cost, and logistics support evaluations and recommendations concerning Kuwait Armament and Weapons System programs, including functions related to Support Equipment at the Organizational, Intermediate and Depot levels of repair in an FMS environment.
• Apply engineering principles to investigate, analyze, plan, and evaluate military weapons systems. Review and provide technical analyses for reports, change proposals, and other technical documentation.
• Apply technical expertise to assess systems, configuration management, and acquisition and resource management.
• Evaluate software, components, and systems related to engineering or functional requirements of military weapons systems, associated support systems, and management information systems.
• Understand and monitor the project's status, working with KAF leaders, DoD stakeholders, and industry partners to resolve project and technical issues.
• Work with industry partners to achieve KAF program goals.
• Collaborate with program stakeholders to develop and implement strategies to mitigate risks to program goals.
• Oversee and enhance all administrative programs, assisting assigned personnel in day-to-day operations. Provide program/project office analysis support. Participate in meetings and support specified program and project teams. Track program/project status and schedules, take minutes, prepare presentations, reports, studies, and documentation.
• Assist the Project Office with administration and management of office reports and correspondence.
• Ensure full compliance with contract requirements.
• Duties may also include similar efforts concerning other Kuwait Armed Forces weapons systems, equipment, and supplies.


REQUIRED QUALIFICATIONS:
• Must have an active Secret clearance.
• Master's degree from an accredited institution in the relevant field.
• 15 or more years of experience with fixed-wing combat aircraft operations, testing/evaluation, acquisition, maintenance, and sustainment.
• Experience working with the Navy International Programs Office and the Defense Security Cooperation Agency.
• Understanding of and experience with the Foreign Military Sales process and the U.S. Government's security cooperation enterprise.
• Experience with acquisition, sustainment, and logistics for armaments, weapons systems, and support equipment for fixed-wing combat aircraft.
• Experience working with foreign partners in a military and diplomatic context.
• Excellent organizational skills.
• Excellent written and oral communication skills.
• Demonstrated proficiency using Microsoft Office and other standard computer applications.
• Ability to extend influence across multiple stakeholders to achieve the customer's objectives.
• Ability to work independently and as part of a multi-disciplinary team.
• This position is only open to U.S. citizens.

DESIRED QUALIFICATIONS:
