We are seeking an experienced Government Contracts Project Manager to lead and manage our federal environmental services contracts from award through close-out. This role is responsible for full lifecycle federal contract management, including compliance, documentation, procurement, invoicing, and opportunity tracking across GSA and non-GSA contract vehicles.
The ideal candidate is highly organized, knowledgeable in federal contracting regulations (FAR), and confident working directly with contracting officers and internal cross-functional teams. This is a leadership role that ensures operational excellence, compliance integrity, and successful project delivery.
Key Responsibilities

1. Own Federal Contract Compliance & Documentation (GSA and Non-GSA)

  • Ensure full compliance with FAR, agency-specific regulations, and contract requirements across all federal contracts
  • Maintain complete and audit-ready contract files for GSA and non-GSA federal contracts (DOI, USACE, EPA, DOT, and others)
  • Track contract terms, SINs (where applicable), labor categories, pricing, CLINs, options, and expiration dates
  • Ensure compliance with FAR clauses, wage determinations, subcontracting requirements, and reporting obligations
  • Maintain and update SAM.gov, GSA Advantage, eOffer/eMod, and other required federal systems
  • Monitor FAR updates, agency supplements, and regulatory changes and communicate impacts to leadership
  • Keep all contract files organized, inspection-ready, and compliant
2. Lead and Manage Federal Contract Projects from Award to Close-Out
  • Serve as the end-to-end owner for federal environmental services projects, regardless of contract vehicle
  • Lead project kickoff upon award, confirming scope, deliverables, timelines, and compliance requirements
  • Coordinate internal teams including sales, operations, field crews, subcontractors, and accounting
  • Manage schedules, milestones, change orders, modifications, and risk
  • Ensure adherence to contract-specific performance standards, reporting requirements, and documentation
  • Oversee inspections, agency acceptance, and approvals
  • Manage project close-out including final deliverables, reporting, and completion documentation
3. Manage Federal Procurement, Ordering & Invoicing
  • Execute compliant and timely ordering and payment processes across federal contracts
  • Manage task orders, delivery orders, purchase orders, and contract modifications
  • Verify work aligns with contract pricing, labor categories, CLINs, and FAR requirements
  • Submit compliant invoices through GSA portals, WAWF, IPP, or agency-specific systems
  • Track invoice status, payment timelines, and resolve discrepancies with contracting officers
  • Coordinate with accounting on revenue recognition, retainage, and delayed payments
  • Ensure documentation supports audits and payment reviews
4. Build and Maintain the Federal Opportunity Pipeline
  • Monitor GSA eBuy, SAM.gov, agency portals, and regional procurement platforms for RFQs and RFPs
  • Track task orders, options, renewals, recompetes, and IDIQ usage
  • Identify non-GSA contract vehicles and agency-specific opportunities
  • Flag upcoming opportunities, contract expansions, and option years to leadership and sales
  • Maintain a centralized pipeline tracker with stages, deadlines, compliance requirements, and ownership
  • Support proposal development with FAR compliance reviews and required documentation
5. Act as the Internal Federal Contracting Leader & Liaison
  • Serve as the companys subject matter expert for GSA and non-GSA federal contracting
  • Act as the primary liaison with contracting officers, CORs, and agency representatives
  • Provide guidance to sales, operations, and leadership on FAR, federal processes, and best practices
  • Train internal teams on federal compliance, documentation standards, and contract requirements
  • Proactively escalate compliance risks, performance issues, or contract concerns
  • Continuously improve federal project workflows, internal controls, and contracting processes
  • Standardize federal contracting practices across the organization
Requirements
  • 5+ years of experience managing federal government contracts (GSA and/or non-GSA)
  • Strong working knowledge of FAR, federal procurement processes, and agency supplements
  • Experience with environmental services, construction, or field-based federal contracts preferred
  • Experience with GSA eBuy, SAM.gov, eOffer/eMod, WAWF, IPP, and related systems
  • Proven ability to manage multiple contracts and deadlines simultaneously
  • Strong documentation, organizational, and communication skills
  • Experience working directly with contracting officers and federal agencies
  • Bachelors degree in Business, Construction Management, Environmental Science, or related field preferred
