Job description

The Navy’s NAVFAC EXWC Command is looking for a Project Manager or System Engineer to support the Cable System Innovation Division. The primary objective of this role is to manage, control, coordinate, and execute assigned undersea infrastructure projects, including complex seafloor cable systems.

Our team provides direct Department of Defense subject matter expertise for multimillion-dollar Research, Development, Test, and Evaluation efforts encompassing the design, planning, and deployment of critical at-sea and seafloor systems. The selected candidate will work on multiple high-impact projects with an inter-disciplinary group of engineers and scientists.

The role includes the management and execution of assigned undersea infrastructure projects. Typical duties involve coordinating the planning, design, cost engineering, construction, and environmental considerations for engineering projects of considerable scope and complexity, measured by their diversity, geographical area, management demands, technical intricacies, and public issues. In support of these projects, the incumbent will organize and direct program efforts, prepare technical reports and proposals, and negotiate effectively with management. The work environment spans office, lab, shop, and field-based settings. Projects require a self-starter who can work independently as well as collaborate as a strong team player.


Qualifications

  • A bachelor’s or master’s degree in system engineering or engineering management is preferred (degrees from other management or engineering fields will be considered provided the individual has the required knowledge, skills, and abilities).
  • Knowledge of concepts, principles, practices, and techniques of project management and government acquisition programs, including managing contracts, assessing cost/schedule/performance, and risk management.
  • Knowledge of system engineering concepts, including requirement development, validation and verification techniques, and system engineering technical review processes.
  • Proficiency with software and programming languages such as Microsoft Office (Projects and Visio), systems engineering programming languages (SysML/UML), and model-based system engineering tools (MagicDraw/Cameo and DOORs).
  • Strong analytic, written, and verbal communication skills to illustrate concepts and present technical solutions clearly and concisely.
  • Familiarity with U.S. government acquisitions, regulations, and NAVFAC design guides. COR certification and experience managing contracts is highly desirable.
  • Willingness to travel (up to 25%) and perform occasional field, lab, and offshore work to support projects.
