Position Overview
The Compliance & HR Manager owns workforce compliance, onboarding administration, personnel documentation, employment eligibility verification, background-screening coordination, and labor-law compliance for AKIVA's temporary employment and staffing services delivery. This role ensures compliance with applicable federal, state, local, and customer-specific staffing requirements and maintains workforce documentation in an audit-ready posture.
Key Responsibilities
Own end-to-end compliance for all temporary employees placed under the contract
Administer onboarding workflows including offer letters, I-9 and E-Verify, W-4, direct deposit, and policy acknowledgments
Coordinate background investigations, drug screenings, and pre-employment checks per customer requirements
Maintain personnel records, certifications, training records, and required acknowledgments in audit-ready files
Administer ACA, FLSA, FMLA, USERRA, ADA, and applicable state and local labor-law compliance
Coordinate employee benefit eligibility, enrollment, and life-event changes
Manage workplace incident reporting, workers' compensation administration, and unemployment-claim responses
Develop and maintain HR policies, employee handbook, and required workplace postings
Conduct internal compliance audits and respond to customer-initiated audits or document requests
Investigate and document employee-relations issues, complaints, and policy violations
Coordinate with payroll on timesheet validation, overtime, prevailing-wage, and ACA reporting
Stay current on regulatory changes affecting temporary-workforce compliance and brief the program team accordingly
Required Qualifications
Bachelor's degree in Human Resources, Business, Public Administration, or related field or equivalent experience
6+ years of HR-compliance, employee-relations, or staffing-compliance experience
Demonstrated working knowledge of federal employment law (FLSA, FMLA, ADA, ACA, USERRA, OFCCP, EEO)
Experience administering I-9 / E-Verify, background-screening, and drug-testing programs
Strong working knowledge of HRIS, payroll, and benefit-administration systems
Excellent written communication and document-management skills
Discretion handling confidential personnel and medical information (HIPAA-aware)
Strong analytical skills and attention to detail
Must be authorized to work in the United States
Preferred Qualifications
PHR, SPHR, SHRM-CP, or SHRM-SCP certification
Experience supporting state, county, or municipal staffing contracts
Familiarity with Arizona state employment law and Tucson municipal workforce regulations
Experience administering Davis-Bacon, Service Contract Act, or prevailing-wage compliance
Familiarity with ISO/IEC 27001 personnel-security controls
Experience with AI-assisted compliance workflows, document automation, or audit tooling
