Job description

General Description Performs routine to advanced planning, research, accounting, financial management, business operations, and program support work for departmental programs, projects, and community-focused initiatives. Responsibilities include budgeting, financial reporting, expenditure tracking, account reconciliation, fiscal and operational analysis, procurement and contract support, recordkeeping, and process improvement efforts to ensure efficient, compliant, and accountable operations. This position requires a motivated, proactive, and detail-oriented professional with a strong business and/or accounting background who demonstrates initiative, accountability, critical thinking, and the ability to independently manage responsibilities, solve problems, and consistently follow through on assignments in a fast-paced work environment.

Examples of Work Performed Contributes to the development, implementation, and monitoring of departmental plans, programs, and community-focused projects. Conducts comprehensive business, financial, operational, and programmatic research and analysis to support informed decision-making, performance measurement, and continuous improvement efforts. Manages budgeting, financial forecasting, expenditure tracking, account reconciliations, and financial reporting with a high degree of accuracy, compliance, and accountability.

Monitors program and project budgets, expenditures, timelines, deliverables, and performance metrics to ensure accountability, and timely completion of assigned responsibilities. Identifies operational inefficiencies, anticipates challenges and recommends data-driven solutions to improve efficiency, effectiveness and transparency. Tracks project progress, manages deadlines, and independently executes multiple assignments to ensure timely and accurate completion of assignments.

Coordinates with internal departments and external organizations to support collaborative initiatives and ensure alignment with organizational goals. Develops and maintains procedures, reports, dashboards, and performance measures to evaluate operational, financial, and program outcomes. Provides guidance, training, or support to team members on financial processes, reporting tools, and operational procedures as needed.

Maintains accurate records, reports, databases, files, and supporting documentation while ensuring completeness, organization, and attention to detail. Communicates professionally and effectively with staff, leadership, stakeholders, external partners, vendors, and community members both verbally and in writing. Performs other related duties as assigned.

Education and Experience Graduation from an accredited four (4) year college or university with a degree in Accounting, Finance, or a related field. Two (2) years of related experience may be substituted for one (1) year of education. One (1) year of experience in accounting or finance related work is required.

Certificates, Licenses and Registration: Must have a current valid Texas motor vehicle operator's license. Must be able to be insured by the County's insurance carrier. Knowledge, Skills and Abilities Knowledge of government organization and administration.

Knowledge of principles, objectives, and procedures of governmental planning and programming. Ability to communicate effectively, and to train others.
