Job Title: Senior Project Manager - PMO (Treasury & Michigan Gaming Control Board)
Location: Lansing, MI (Hybrid - 2 days onsite, 3 days remote)

Overview
The State of Michigan is seeking an experienced Senior Project Manager to support the Department of Treasury on a multi-year, high-priority City Tax Modernization initiative. This role sits within the DTMB Enterprise Portfolio Management Office (EPMO) and requires close collaboration with technical teams, agency leadership, vendors, and cross-department stakeholders. The ideal candidate will bring extensive ERP project management expertise, strong governance skills, and the ability to lead large, complex IT initiatives in a fast-paced, multi-vendor environment.
Key Responsibilities
  • Lead end-to-end delivery of Treasury's City Tax Modernization project, ensuring alignment with DTMB, agency stakeholders, and executive leadership.
  • Utilize the State's PPM tool (Clarity) to manage project schedules, resources, budgets, and portfolio reporting.
  • Oversee project progress across cost, scope, schedule, quality, resources, and risks while ensuring timely, accurate communication to sponsors and stakeholders.
  • Develop and maintain all required SUITE PMM/SEM project deliverables, including project charters, communication plans, status reports, change requests, and closeout documentation.
  • Facilitate collaboration between technical and business teams to support system integration, SaaS adoption, and cross-agency coordination.
  • Enforce change management processes and evaluate impacts on scope, schedule, budget, and business benefits.
  • Review vendor contracts, monitor compliance, and manage vendor deliverables.
  • Create and execute Corrective Action Plans for any project trending yellow or red.
  • Support adherence to governance standards and ensure smooth lifecycle transitions across project phases.
  • Prepare and deliver presentations for executives, project teams, and stakeholders.
  • Manage interfaces and communication with other agencies and partners involved in the modernization program.
Required Qualifications
  • 10+ years of Oracle/SAP ERP project management, including global programs with teams of 20+ and budgets exceeding $750M.
  • 7+ years of experience in formal IT project management using industry best practices.
  • Strong track record of delivering complex IT projects on time and on budget.
  • Expertise in managing budgets, schedules, change controls, risks, and issues.
  • 5+ years of hands-on experience with PPM tools such as Clarity.
  • Advanced proficiency with MS Project for complex project scheduling.
  • Experience working in multi-vendor environments, preferably in government.
  • Experience delivering IT projects involving COTS solutions and SaaS integrations.
  • Ability to manage cross-department stakeholders and system owners.
  • Background as a developer or senior technical project manager.
  • Demonstrated experience developing integration schedules of 5,000+ lines.
