Contract Scientific Computing information

What are some common challenges faced by professionals in contract scientific computing roles, and how can they be addressed?

Contract scientific computing professionals often encounter challenges such as adapting quickly to new research environments, managing diverse project requirements, and ensuring clear communication with multidisciplinary teams. To address these, it’s helpful to spend time upfront understanding client expectations, maintain organized documentation, and establish regular check-ins with both scientific and IT stakeholders. Flexibility and continuous learning are key, as projects may involve rapidly changing technologies or scientific domains. Building a strong professional network can also help in finding solutions to technical or collaborative issues that arise.

What are the key skills and qualifications needed to thrive as a contract scientific computing professional?

To thrive as a Contract Scientific Computing professional, you need a solid background in computational science, mathematics, and programming, typically supported by an advanced degree in a relevant STEM field. Expertise with programming languages (such as Python, R, or MATLAB), scientific software libraries, and experience with high-performance computing systems are commonly required. Strong problem-solving skills, attention to detail, and effective communication are vital soft skills in this role. These capabilities ensure accurate data analysis, efficient project delivery, and successful collaboration with multidisciplinary teams.

What is contract scientific computing?

Contract scientific computing refers to the practice of hiring external experts or companies to perform specialized computational tasks, such as data analysis, simulation, or algorithm development, for scientific research projects. These professionals are typically engaged on a contract or project basis rather than as full-time employees. Organizations use contract scientific computing to access specific expertise, scale up research efforts, or accelerate project timelines without committing to permanent hiring. This approach is common in fields like physics, biology, engineering, and data science. Contract scientists may work remotely or on-site, depending on project needs.

What is the difference between Contract Scientific Computing vs Contract Data Analysis?

The selected candidate will integrate planning, operational execution, and assessment processes to enable data-driven decision-making, campaign effectiveness evaluation, and return-on-investment visibility for information operations across global theaters.

As an Assessment Integrator (SME) you will have the opportunity to:

  • Serve as the lead Assessment Integrator supporting Combatant Command (CCMD) OIE plans and operations, synchronizing assessment activities with campaign objectives and operational design.
  • Integrate assessment into the Joint Planning Process (JP 5-0), ensuring alignment of Measures of Performance (MOPs) and Measures of Effectiveness (MOEs) with commander intent and desired outcomes.
  • Develop and implement campaign assessment frameworks that enable continuous evaluation of information operations, including PSYOP and other information force activities.
  • Synchronize data from multiple sources (operational reporting, intelligence, open-source, and research data) to produce integrated assessments.
  • Leverage enterprise systems (e.g., C2IE, Maven or equivalent) to capture, manage, and visualize assessment data across planning and execution cycles.
  • Provide timely, decision-quality assessments and briefings to senior military leadership to support battle rhythm events and operational decision-making.
  • Enable transparency in campaign effectiveness through quantified assessment outputs, including support to return-on-investment (ROI) analysis.
  • Collaborate across plans, operations, intelligence, and analytic teams to ensure unity of effort in assessment design and execution

Required Qualifications:

  • Must have an active Top-Secret security clearance and be SCI eligible. Note: US Citizenship is required to obtain a Top-Secret Clearance.
  • Bachelor's degree linked to data analytics (e.g., math, physics, computer science) OR problem set analysis (e.g., international relations, political science, cultural anthropology, communication studies, etc.) and a minimum of 8 years' experience; minimum of 6 years with MS/MA; minimum of 3 years with PhD
  • Demonstrated experience supporting Combatant Command (CCMD) or Joint Staff operations
  • Demonstrated experience with the Joint Planning Process, developing and executing operational or campaign assessments (MOP/MOE frameworks)
  • Demonstrated experience supporting Operations in the Information Environment (OIE) or PSYOP assessments
  • Demonstrated experience applying social media-oriented data analytic tool kits towards the evaluations of problem sets in the information environment.
  • Familiarity with major cloud providers (AWS, Azure, or Google Cloud) is essential.
  • Proficiency in programming languages like Python and R.
  • Experience with BI tools such as Tableau or Power BI.
  • Experience with cloud-based data integration.
  • Experience with building briefs summarizing data and research findings in MS PowerPoint.

Preferred Qualifications:

  • Graduate degree (MS, PhD, etc.) linked to data analytics (e.g., math, physics, computer science) or problem set analysis (e.g., international relations, political science, cultural anthropology, communication studies, etc.).
  • Experience implementing data standardization / ontology frameworks for operational assessment
  • Familiarity with automated or AI-enabled assessment tools or platforms
  • Experience supporting ROI analysis or resource-informed assessment within PPBE processes
  • Prior role as Assessment Integrator, IO Planner, or Operational Planner
  • Experience with libraries such as Pandas and NumPy for data manipulation and SciPy for scientific computing.
  • Experience with machine learning frameworks like scikit-learn, TensorFlow, or PyTorch might be beneficial depending on further responsibilities.
  • Familiarity with version control and DevOp tools such as Git.
  • Demonstrated experience applying data analytic tools towards addressing national security issues.
