Summary
***ACCESS TO MEDICAL AND DENTAL CARE IN GUAM IS EXTREMELY LIMITED. Please see Additional Information section below.***
You will serve as a FACILITY SUPPORT CONTRACTS BRANCH HEAD in the Facility Support Contracts (PW2) of NAVAL FACILITIES ENG COMMAND MARIANAS.
This position is also subject to a Cost of Living Allowance (COLA) currently set at 11.88%. COLA is subject to change without notice.

Duties
Help
  • You will be responsible for managing all responsibilities of the FSC Branch, and provide policy guidelines and specify the desired objectives to subordinates.
  • You will establish internal policies, operational guidelines, instructions, procedures, and standards of work performance in accordance with NAVFAC policies.
  • You will develop performance standards and evaluate performance of employees, as well as provide advice, counsel, instruction, and feedback to employees.
  • You will be responsible for assigned NAVFAC budget management and execution, as well as responding to data calls related to financial management.
  • You will be responsible for the management of Pre- and Post-award FSC contract action development, Pre-award specification development of CAT III/IV work, and the Post-award Performance Assessment oversight of the FSC Contracts.
  • You will coordinate with NAVFAC FSC product line to ensure appropriate staffing and community management.
  • You will coordinate with clients and Facilities Management Division (FMD) to identify public works and installation support requirements and ensure appropriate service contract tools are in place to meet those requirements.

Qualifications
Your resume must demonstrate at least one year of Specialized Experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: serving as the technical advisor concerning management of facility support contracts, planning, coordinating, and directing organization, staff, and FSC branch function, pre-and post-award FSC contract action development, acquisition strategic planning for service contracts, and service contract performance.
