Mission of Role/Position Summary:

The Contracts Administrator is responsible for the administration of the full contract lifecycle, ensuring compliance with contractual obligations, regulatory requirements, and company policies. This role serves as a key business partner to internal stakeholders by reviewing, drafting, negotiating, monitoring, and managing contracts while identifying and mitigating contractual risks. The Contracts Administrator supports strategic business growth by improving contract processes, maintaining contract governance standards, and ensuring efficient execution and administration of commercial, government, subcontractor, and vendor agreements.

Tasks, Duties, and Responsibilities:

  • Administer the complete contract lifecycle from pre-award activities through closeout, ensuring compliance with contractual requirements and company policies.
  • Draft, review, negotiate, and administer commercial, government, subcontractor, consultant, and vendor agreements.
  • Analyze contract terms and conditions to identify risks, obligations, compliance requirements, and business impacts.
  • Partner with legal counsel and business leaders to resolve contractual issues and negotiate acceptable terms.
  • Maintain contract records, files, amendments, certifications, and supporting documentation within contract management systems.
  • Monitor contract performance milestones, deliverables, reporting requirements, option years, renewals, and contract modifications.
  • Ensure compliance with federal, state, and local procurement regulations and applicable contractual requirements.
  • Review Requests for Information (RFI), Requests for Quote (RFQ), Requests for Proposal (RFP), Sources Sought notices, and solicitation amendments.
  • Support proposal development activities by reviewing compliance requirements and contractual provisions.
  • Coordinate execution of non-disclosure agreements, teaming agreements, subcontract agreements, and consulting agreements.
  • Track and manage certificates of insurance, business registrations, representations and certifications, and organizational qualifications required for contract performance.
  • Develop and maintain internal contract administration procedures, templates, and best practices.
  • Provide contract guidance and training to internal stakeholders, project managers, and operational teams.
  • Monitor subcontractor and vendor compliance with contractual requirements.
  • Assist with audits, contract reviews, compliance assessments, and document requests.
  • Prepare reports and metrics related to contract status, obligations, modifications, and performance.
  • Support emergency management consulting operations and client engagements as required.
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities:

  • Strong knowledge of contract administration principles and contract lifecycle management.
  • Ability to review, interpret, and negotiate contract terms and conditions.
  • Knowledge of commercial contracting and government contracting processes.
  • Understanding of contract risk assessment and mitigation strategies.
  • Familiarity with FAR, DFARS, and state/local procurement regulations preferred.
  • Excellent verbal and written communication skills, including professional correspondence and contract documentation.
  • Strong analytical and problem-solving capabilities.
  • Demonstrated ability to manage multiple contracts and deadlines simultaneously.
  • Proficiency with contract management systems and Microsoft Office applications.
  • Ability to maintain confidentiality and handle sensitive information.
  • Strong organizational skills and attention to detail.
  • Ability to work independently while effectively collaborating across departments.

Supervisory Responsibilities:

May have lead responsibilities within projects or small teams depending on function with senior level support.

Expected Hours of Work:

Schedule may vary. Work on evenings and weekends may be required. Dependability and punctuality are paramount.

Travel Requirements:

  • Up to 25% travel is expected for this position.
  • Must be willing to travel and deploy to client sites for extended periods of time.

Physical Demands:

  • Mobility required on-site with clients.
  • Sitting or standing for hours at a time.
  • Ability to work at a computer for extended periods of time if needed.
  • Ability to manipulate up to 25 lbs. repetitively throughout the day and as needed.

Working Environment:

  • Emergency management personnel may work in an office or home environment or be deployed to the field which may require working outdoors in adverse weather conditions.
  • Work may be on-site with clients ex: EOC, hospital, debris sites or local government buildings.
  • All AC Disaster Consulting (ACDC) positions are remote work site positions with the home location agreed upon at time of hire.
  • If the remote work site locations change, ACDC Human Resources must be made aware, and leadership needs to approve any site changes for business registration and payroll tax purposes.

Requirements

Experience/Education Required:

  • Bachelor's degree in Business Administration, Contract Management, Legal Studies, Public Administration, Finance, or a related field.
  • 3-5 years of experience in legal support, grants administration, or government contracting.
  • 3-5 years of experience managing contracts throughout the entire contract lifecycle, including drafting, reviewing, and administering commercial and/or government contracts.
  • 3-5 years of experience supporting negotiations and contract modifications.
  • Proficiency with Microsoft Office Suite and contract management databases.

Experience/Education Preferred:

  • Certified Commercial Contracts Manager (CCCM), Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), or related certification.
  • Experience working with federal, state, or local government contracts.
  • Experience within emergency management, disaster recovery, consulting, engineering, or professional services industries.
  • Knowledge of FAR, Uniform Guidance, FEMA programs, grants management, and compliance requirements.
  • Master's degree, MBA, Paralegal, or Juris Doctor (JD) preferred.
  • 5+ years of progressively responsible contract administration experience

Additional Qualifications:

  • Must be 18 years of age or older.
  • Eligibility to work in the United States without employer sponsored visa is required. We are not able to employ those located outside of the US.
  • Must pass company and any applicable client background check and reference check upon offer of employment.
