Brief Job Description:
The Data Analyst V performs highly complex (senior-level) data analysis, statistical modeling, visualization, and reporting of results to support program, policy, and financial decision-making within Long-Term Services and Supports (LTSS) section of the Provider Finance Department (PFD). The role works under limited supervision with moderate latitude for the use of initiative and independent judgment. The Data Analyst V consults with internal and external stakeholders to identify analytics needs, integrates diverse data sources, resolves data anomalies, and communicates findings in clear, actionable formats for technical and non-technical audiences. This position serves as a team lead and may coordinate the work of other analysts.
Essential Job Functions (EJFs):
Performs Highly Complex Data Analysis, Financial Modeling, & Visualization - 35%
  • Collects, integrates, queries, cleans, and analyzes large and complex data sets using standard and advanced languages and analytics software such as SQL, MS Excel, SAS, Python, or R.
  • Builds and maintains dashboards and visualizations to identify significant differences, patterns, and trends that inform decisions.
  • Supports highly complex calculations and financial modeling for rate methodology development, fiscal estimates, and utilization analyses.
  • Leads cost report development.

Ensures Data Quality & Data Integrity Improvement - 20%
  • Develops standards, usage guidelines, and procedures for data analysis tools and software.
  • Defines, develops, and implements data and reporting standards to improve consistency, repeatability, and auditability of analyses.
  • Establishes and maintains standard work procedures governing the appropriate use of data and reporting artifacts (templates, definitions, metadata).
  • Reviews the work of colleagues and members of other teams for accuracy, completeness, and conformance with standards, policies, and procedures.
  • Develops data quality measures, analyzes data quality results, and implements necessary changes to ensure data quality improvement.
  • Identifies data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data.
  • Partners with stakeholders to remediate root causes of data issues and to strengthen upstream processes and controls.

Leads Internal and External Stakeholder Outreach and Communication Initiatives - 20%
  • Collaborates with program, policy, research, and cost report teams to respond to requests for information related to rates, services, providers, funding, and utilization.
  • Develops concise, comprehensive reports and presentations to interpret results, identify alternatives, and make and justify recommendations for internal and external stakeholders.
  • Initiates departmental learning initiatives, leads training and information-sharing sessions, and presents DAC analyses at departmental seminars.
  • Communicates data insights to internal and external stakeholders using clear language and appropriate visual formatting.

Facilitates Data Model Development and Automation - 10%
  • Develops data models and data management and analysis tools.
  • Guides the selection of data management and analysis tools and provides input to leadership on application and software adoption.
  • Facilitates automation and efficiency initiatives and recognizes opportunities for automation of standardized and ad hoc processes, projects, and reports.

Demonstrates Leadership, Delegates Tasks, and Ensures Timely Project Completion - 10%
  • Coordinates analytic work, delegates tasks, and ensures work products meet deadlines and quality expectations.
  • Assists DAC manager as liaison for cross-team data analysis projects and ensures within-team conformance to departmental needs, standards, and best practices.
  • Serves as lead, mentors junior staff, supports training, and is available to answer questions and assist others when needed.

  • Performs other related work as assigned in support of LTSS Provider Finance priorities.

Knowledge, Skills and Abilities (KSAs):
  • Knowledge of statistics, data set analysis, running queries, report writing, presenting findings, and record keeping, including security procedures for handling, protecting, and distributing confidential data.
  • Knowledge of data models, database design development, data mining, and segmentation techniques.
  • Skills in the use of a computer and applicable software, conducting data searches, evaluating and translating large amounts of data, and critical thinking.
  • Skill in analyzing problems and devising effective solutions.
  • Ability to compile, review, and analyze data, prepare reports, maintain accuracy and attention to detail, and communicate effectively.
  • Ability to oversee the work of others (as needed in a lead capacity).
  • Preferred: knowledge of Texas Medicaid reimbursement policy/rules and experience with Health and Human Services data; strong analytical mindset when working with large government program data.

Registrations, Licensure Requirements, or Certifications:
  • N/A.

Initial Screening Criteria:
  • Graduation from an accredited four-year college or university.
  • At least 3 years of experience in data analysis, research, compilation, and/or reporting, related to public health or medical billing data (e.g., Medicaid, Medicare, service utilization and reimbursement, provider enrollment).
  • At least 5 years of experience with data analytics.
