Serve as a Engineering, Procurement, and Construction (EPC) Contract Specialist - Construction Engineering & Monitoring Support Specialist (Labor Category: Senior Consultant II) to provide Construction Engineering & Monitoring Support Operations / Compliance as part of an as part of an Independent Engineering (IE) Advisory Services | Energy Dominance Financing (EDF) Advisory / Technical Due Diligence / Credit Evaluation / Lifecycle Monitoring Team that provides Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services.  This includes activities that address and EPC compliance reviews: Reviews EPC contract requirements, contractor obligations, change orders, claims, and construction documentation.  The EPC Contract Specialist is a subject-matter expert responsible for the administration, review, compliance monitoring, and risk management of Engineering, Procurement, and Construction (EPC) contracts throughout a project's lifecycle. The role ensures that EPC contractors meet contractual obligations related to scope, schedule, cost, quality, performance guarantees, regulatory requirements, and project delivery milestones.

Typical responsibilities include:

Reviewing and interpreting EPC contract terms, technical specifications, and commercial provisions.

Monitoring contractor compliance with contractual requirements, performance guarantees, and key project milestones.

Evaluating change orders, claims, variations, and contract amendments.

Supporting risk identification and mitigation related to schedule, cost, technical performance, and contractual obligations.

RESPONSIBILITIES AND DUTIES - Engineering, Procurement, and Construction (EPC) Contract Specialist | Construction Engineering & Monitoring Support [DOE0029029]

Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, with emphasis on EPC contract administration, contractor obligations, guarantees, change control, and claims. Reviews project documentation, evaluates technical and commercial interfaces, identifies risks and mitigations, validates assumptions, supports conditions precedent and disbursement readiness reviews where applicable, and prepares defensible work products including EPC compliance reviews, milestone provisions, payment conditions, performance guarantees, and contractual risk analysis.
