We are seeking a skilled and experienced Program Manager to join our team!

The Program Manager will lead and oversee the execution of a Task Order supporting the Human Resources Division at Naval Surface Warfare Center Crane (NSWC Crane). This role is responsible for managing a multi-functional team delivering non-personal professional services across a wide range of human capital areas, ensuring alignment with mission objectives and compliance with federal and Department of Defense (DoD) standards.

Key Responsibilities

  • Provide overall leadership, direction, and management of contract operations supporting NSWC Craneโ€™s Human Resources Division.
  • Serve as the primary point of contact for the Government, ensuring effective communication, responsiveness, and client satisfaction.
  • Oversee delivery of services across functional areas including:
  • Human Resources Services
  • Labor and Employee Relations
  • Staffing and Classification
  • Recruiting and Student Outreach
  • Workforce Development
  • Equal Employment Opportunity (EEO)
  • Human Resources Planning, Policy, and Analysis
  • Manage program performance, ensuring all deliverables are completed on time, within scope, and in compliance with contractual requirements.
  • Develop and implement program management plans, schedules, and performance metrics.
  • Lead workforce planning and staffing efforts to ensure the team has the appropriate skills, capacity, and capability.
  • Monitor risks and implement mitigation strategies to ensure uninterrupted program execution.
  • Ensure compliance with applicable federal regulations, DoD policies, and NAVSEA standards.
  • Provide strategic guidance to support the development and execution of NSWC Craneโ€™s Human Capital Strategy.
  • Prepare and present program status reports, briefings, and performance updates to Government stakeholders.

Required Qualifications

  • Bachelorโ€™s degree in Human Resources, Business Administration, Public Administration, or a related field (Masterโ€™s preferred).
  • Minimum of 8โ€“12 years of experience in program or project management, preferably within federal or DoD environments.
  • Demonstrated experience managing complex Human Resources programs or contracts.
  • Strong knowledge of federal HR functions, including staffing, classification, labor relations, and workforce planning.
  • Proven ability to lead cross-functional teams and manage large-scale service delivery programs.
  • Excellent leadership, communication, and stakeholder management skills.
  • Experience with performance metrics, reporting, and continuous process improvement.

Preferred Qualifications

  • Prior experience supporting NAVSEA or NSWC organizations.
  • Project Management Professional (PMP) or equivalent certification.
  • Familiarity with NAVSEA Demonstration Project (DEMO) pay system.
  • Experience working in secure or classified environments.
