Job description


The Physical Security Advisor is responsible for all functions associated with the implementation and management of physical security measures required to safeguard personnel and prevent any unauthorized access to equipment, facilities, materials and documents. Knowledge and experience with the 32 CFR Part 117 NISPOM Rule (National Industrial Security Program Operating Manual) as well as personnel, physical, operations, and communications security disciplines to include an understanding of SCIF compliance with uniform IC physical and technical security requirements is critical.
Responsibilities
ESSENTIAL:
  • Provide project design oversight for SCIF builds to comply with ICD/ICS 705 accreditation requirements to include construction requirements, escort requirements, construction plans, TEMPEST, CST certification preferred.
  • Oversee facility security operations to include managing access control, intrusion detection and CCTV systems.
  • Responsible for the positive control of all classified accountable items, ensuring that Oceaneering is compliant with contractual security obligations identified in the contract security classification specification (DD Form 254).
  • Train employees on the alarm procedures to activate and deactivate alarm systems and open/close program areas.
  • Support Program Security Manager with investigation of security incidents and reports of suspicious activities.
  • Develop, maintain, and implement standard operating procedures (SOP's) and Operational Security Plans (OPSEC) and Emergency Action Plan/Disaster Recovery Plan with annual review and updates.
  • Provide secure movement of official classified or unclassified contract materials. Track and maintain the chain of custody on all accountable packages, parcels, and equipment being transported in support of contract requirements.
  • Perform day-to-day tasks to include media control oversight, program briefings/debriefings, alarm response, escorts
    and guidance for security protocols to cleared staff.
  • Conduct security assessments to evaluate the security posture of facilities and identifying potential vulnerabilities.
  • Coordinate physical security measures with contract field locations as applicable.
  • Maintain documentation on all safes and combinations and change combinations on GSA-approved security
    containers and KABA MAS X-10 locks as required.
  • Prepare and develop materials to support facility security audits as required.
  • Frequent travel may be required (up to 25%, passport required).
  • Working knowledge of DISS, NBIS and SIMS.
  • Other duties as assigned by the Program Security Manager or Security Manager.

Qualifications
REQUIRED:
  • BS/BA degree in a related field (e.g. Criminal Justice/Criminal Law, Homeland Security, Business Administration) preferred. Equivalent work experience in a related career or Military Occupational Specialty may be considered in lieu of a degree.
  • Minimum five years of industrial security experience required.
  • Strong knowledge of ICD 705 (all chapters) Technical Specs for Construction and Management of Secure Facilities from build to accreditation. (all levels of SCIF's, SAP's, Collateral).
  • Strong working knowledge and experience with:
    • Department of Defense (DoD) National Industrial Security Program Operating Manual (NISPOM).
    • Relevant Intelligence Community Directives (ICDs).
    • DoD Instruction 5200.48 (Controlled Unclassified Information).
    • Communications Security (COMSEC) policy guidance.
    • Joint Air Force-Army-Navy (JAFAN) Manual 6/0.
  • Technical writing and analytical skills.
  • Top Secret (TS) security clearance with investigation conducted within the past five years.
  • Successful completion of a CI polygraph to support contract requirements as needed.
  • Current U.S. passport.

  • CST Certification.
  • CTTA Certification.
  • TEMPEST mitigation.
