Job Title: Nuclear Plant Engineering Program Specialist Location: Bellevue, WA Type: Contract Compensation: $56.00 - $95.00 Contractor Work Model: Remote – offsite Hours: 40.0

Overview System One is hiring a Nuclear Operations Specialist and Procedure Writer who reports directly to the Procedure and Program Development Manager and is responsible for developing administrative programs that support operation and maintenance, providing guidance to procedure developers to ensure consistent implementation of programs, identifying and scheduling procedure development to support program activities, and maintaining quality during development of Operating and administrative procedures. Programs may include, but are not limited to, Corrective Action, Engineering Change, Configuration Management, Maintenance Coatings, Chemical and Consumable Control, etc. In this role, you will lead a team to develop administrative procedures for the plant as well as lead initiatives to streamline nuclear plant programs. The successful candidate will integrate and coordinate with other departments, project partners, regulators, and outside organizations working on procedure development. In this role, you will develop Operations and administrative processes and procedures for the plant as well as normal and abnormal operating procedures used by licensed and non operators. Responsibilities

  • Develop and maintain high-quality procedures supporting plant operations, maintenance, and administrative programs, ensuring compliance with all relevant standards and regulations.
  • Lead a team of procedure writers and program owners, providing guidance and ensuring the use of industry best practices to minimize safety and human performance risks.
  • Coordinate activities across departments, regulators, project partners, and outside organizations to streamline procedure development and implementation.
  • Utilize software-based tools to develop electronic procedures, workflows, and manage document transfers within the electronic document management system.
  • Identify opportunities to improve and streamline administrative and operational processes, implementing necessary changes.
  • Assist with regulatory review processes (e.g., 10CFR50.59, 10CFR72.48) and ensure procedures reflect latest regulatory and operational requirements.
  • Engage industry peers, vendors, and regulatory bodies to innovate and improve procedure development.
  • Maintain detailed records of procedure revisions and development activities to ensure audit readiness.
  • Support department goal setting, budgeting, and project planning efforts.

Requirements

  • Minimum of 10 years of nuclear power plant operator, maintenance, or engineering experience.
  • At least 5 years of experience developing nuclear procedures related to plant operations, maintenance, or engineering, including 2 years focused on administrative programs.
  • Leadership experience as a team lead, supervisor, or manager for at least 2 years.
  • Deep knowledge of nuclear power plant systems and terminology.
  • Experience interpreting nuclear information and standards to maintain procedural and regulatory compliance.
  • Proficiency with Microsoft Word, Excel, and PowerPoint.
  • Experience with computer-based procedures or related software tools.
  • Excellent technical writing and communication skills, with a keen eye for detail.
  • Self-starter with the ability to develop innovative solutions independently.
  • High integrity and the ability to foster teamwork, open communication, and adaptability to regulatory and operational changes.
