Description:

Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Contract Manager at Fort Bliss, TX supporting the United States Army Noncommissioned Officer Academy (USANCOA) and Sergeants Major Course (SMC).


*This position is contingent on the award of a federal contract.


Key Responsibilities:

  • Serve as the primary contractor representative responsible for overall contract execution and performance.
  • Manage staffing, workload distribution, quality assurance, and contract deliverables.
  • Coordinate with Government stakeholders, Contracting Officer Representatives (CORs), instructors, and academic leadership.
  • Develop and maintain Quality Control Plans, staffing plans, work plans, and monthly progress reports.
  • Monitor contract compliance, performance standards, and service delivery timelines.
  • Lead risk management, issue resolution, and corrective action activities.
  • Ensure continuity of operations and workforce stability.
  • Oversee LMS administration, academic support operations, and technical support activities.
  • Conduct status meetings, program reviews, and progress briefings.
  • Ensure all personnel meet security, training, and installation access requirements.
Requirements:

Minimum Qualifications:

  • Minimum three (3) years of experience managing service contracts of similar size and scope.
  • Experience supervising teams performing LMS, academic support, training, or IT support functions.
  • Experience coordinating with Government customers and stakeholders.
  • Strong written and verbal communication skills.
  • Ability to develop reports, plans, and contract documentation.
  • U.S. Citizen or legally authorized to work in the United States.
  • Ability to obtain Fort Bliss installation access and complete all required Army training.

Preferred Qualifications:

  • Experience supporting Department of Defense (DoD) or Army education and training programs.
  • Experience managing Learning Management System support contracts.
  • Familiarity with academic operations, military education environments, and student management systems.
  • Experience with Quality Control Programs and performance-based service contracts.
  • Knowledge of Blackboard, ATIS Educate, Moodle, Canvas, or comparable LMS platforms.
