SUMMARY: The Director Proposals, Flex, is a key member of the Commercial Team and serves as a Functional Service Provider (FSP) subject matter expert responsible for translating client functional and outsourcing needs into scalable, fit-for-purpose FSP solutions. This individual must possess a deep understanding of FSP delivery models, resource planning, governance structures, pricing strategies, talent acquisition considerations, and client-specific operating models across clinical development functions.
This role plays an essential part in shaping Worldwide Flex's future success, including leading Requests for Information (RFIs), and proposal and management, including review and QC. This position works closely with the Vice President, Commercial Operations as well as colleagues in Operations, Flex Solutions, Contracts, Legal, Finance and Business Development (BD).
RESPONSIBILITIES:
Tasks may include but are not limited to:
  • Requests for Information (RFIs)
  • Lead the development of complex FSP proposals across Biometrics, Clinical Operations, Pharmacovigilance, Medical Writing, Regulatory, and other functional service lines.
  • Functional Service Provider (FSP) subject matter expert to help train and develop team on FSP opportunities, including sponsor-managed, CRO-managed, hybrid, and embedded resource solutions
  • Lead the proposal process review and improvement
  • Responsible for the full cycle proposal development process, including development of complex proposals, interfacing with clients and strategic partners regarding Request for Proposal (RFP) or Request for Information (RFI) specifications, working with BD, Flex Solutions and Operations to help define the proposal strategy, coordinating and leading internal meetings for strategy and proposal review, and submitting final proposal documents to clients on or before due date as agreed with BD.
  • Collaborate with Finance and Functional Leaders to develop resource-based pricing models and multi-year workforce strategies.
  • Develop and maintain FSP proposal standards, tools, templates, assumptions libraries, and best practices.
  • Train proposal team members on FSP-specific solutioning, pricing methodologies, staffing models, and outsourcing strategies.
  • Track and maintain proposals, including tracking sign-off and approval emails.
  • Work with BD, Finance, and Contracts to negotiate the financial and contractual aspects of proposals and contracting with clients.
  • Collaborate with BD as needed on client deliverables.
  • Coordinate and attend bid defense meetings as requested by BD.
  • Update the internal tracking system

REQUIREMENTS:
  • Bachelor's degree in Life Science, Business Management, Finance or related field required
  • Minimum of 10 years in the pharmaceutical, CRO, or related industry
  • Demonstrated experience developing complex FSP proposals and budgets across one or more clinical development functions, including Biometrics, Clinical Operations, Medical Writing, Pharmacovigilance, Regulatory Affairs, or related disciplines
  • Occasional domestic and international travel may be required

Promotion to the next level is not automatic based on years of experience. Personnel are evaluated on proven competency, level of responsibility, and ability to work independently.

The salary range for this position is annually (For hourly paid positions, the stated salary range reflects hourly rates):
United States of America - $117,500.00 - $233,000.00
The salary range provided is intended to give candidates an understanding of potential earnings. Compensation will fall within the provided range, and it not a guarantee of exact salary. The final salary will be determined based on relevant experience, performance, education, and internal equity. In addition to base salary, we offer a competitive benefits package depending on location. We ensure pay equity and transparency and comply with all applicable labor laws.
