Position Overview

The Terminal Operations Manager is responsible for the safe, efficient, and compliant execution of all terminal operations, including vessel loading and discharge, yard operations, equipment utilization, and workforce leadership. This role ensures alignment with TOTE’s core commitments to zero harm, reliability, financial stewardship, and continuous improvement while delivering exceptional service to internal and external stakeholders.


Key Responsibilities
  • Lead and manage day-to-day terminal operations, including cargo handling, vessel operations, gate activities, and yard logistics
  • Ensure strict adherence to safety regulations, OSHA standards, USCG requirements, and TOTE safety policies
  • Drive a safety-first culture, promoting zero incidents and continuous safety improvement initiatives
  • Optimize terminal productivity, turnaround times, and resource allocation to ensure on-time vessel departures and arrivals
  • Collaborate with marine operations, logistics, and customer service teams to ensure seamless cargo flow
  • Oversee labor planning, scheduling, and workforce performance for union and non-union personnel
  • Monitor and improve KPI performance, including turn times, berth productivity, safety metrics, and equipment utilization
  • Develop and implement process improvements using Lean, Six Sigma, or continuous improvement methodologies
  • Ensure compliance with environmental regulations and support TOTE’s sustainability and green initiatives
  • Develop, manage, and report on operating budgets, including forecasting, cost control, and financial performance tracking
  • Prepare operational and financial reports for senior leadership, providing insights and recommendations
  • Lead, coach, and develop supervisory staff and frontline teams

Required Qualifications
  • Bachelor’s degree in Supply Chain, Logistics, Maritime, Business, or related field (or equivalent experience)
  • 6+ years of terminal operations experience including terminal equipment, cargo handling, stevedoring practices, and vessel operations
  • 6+ years of supervisory or leadership experience in a high-volume operational environment
  • Demonstrated experience in budget management, financial reporting, and cost control
  • Experience working in union environments preferred
  • Knowledge of safety regulations (OSHA, DOT, USCG)
  • Proven ability to manage KPIs and drive operational excellence
  • Strong problem-solving, communication, and leadership skills

Preferred Qualifications
  • Experience with roll-on/roll-off (Ro/Ro) or containerized shipping operations
  • Familiarity with terminal operating systems (TOS)
  • Lean, Six Sigma, or continuous improvement certification
  • Experience in Alaska trade or remote logistics operations
