Help
Intermediate Level: The incumbent serves as a Contract Specialist within the U.S. Army Installation Management Command using simplified acquisition techniques and methods in performing both pre-award and post-award functions. Work is performed with assignments designed for advancement to higher levels of performance under a high level of technical supervision. Upon meeting training and competency requirements, the incumbent will be non-competitively reassigned to Contract Specialist Skill Level (PD# 18908) or Senior Level (PD# 18907).
Performs contracting and procurement functions to purchase supplies and services using simplified acquisition techniques and methods. The incumbent is responsible for preparing and issuing solicitations and negotiating the award for typically commercial off the shelf supplies and services, such as purchase orders, delivery orders, simplified acquisitions, blanket purchase agreements and purchase card orders.
Reviews requirements package for completeness, accuracy, and compliance with administrative, regulatory, and procedural requirements. Analyzes requirements to determine appropriate method of procurement and type of contract most favorable to the NAFI. Develops and issues solicitations, evaluates bids or offers, and prepares and issues documentation to support purchase decision and contract award. Maintains effective and supportive relationships with internal and external customers and takes initiative to resolve areas of disagreement. Handles difficult situations with tact and diplomacy.
Maintains complete contract file and performs contract administration functions for all assigned purchases. Performs job-site visits as necessary to conduct special compliance checks. Performs contract closeout upon completion.
The incumbent may serve as a warranted Contracting Officer within prescribed authority limits. Assists other division members as needed and participates in developmental assignments for more complex contract actions. May perform the duties of Acting Team Leader as required.
Skill Level: The incumbent serves as a Contract Specialist within the U.S. Army Installation Management Command performing work for both pre-award and post-award functions under technical supervision of a leader or supervisor. Work is performed with assignments designed for advancement toward working more complex procurement actions. Upon meeting training and competency requirements, the incumbent will be non-competitively reassigned to Contract Specialist (Senior Level), PD #18907. Performs contracting and procurement functions regarding service, supply, and/or construction contracts. The incumbent is responsible for planning, developing and managing contractual actions for non-complex functional areas and/or for procurements that are recurring.
Reviews requirement package for completeness, accuracy, and compliance with administrative, regulatory and procedural requirements. Analyzes requirements to determine appropriate method of procurement and type of contract most favorable to the NAFI. Develops solicitation and contract in accordance with regulatory requirements and performs the full range of source selection applicable to each procurement.
Performs contract administration functions for all assigned contracts. Makes determination or recommendations on payment terms, control of Government furnished property, change orders, contractor claims, excusable delays and mutual mistakes. With guidance, performs all contract termination functions to include assigning settlement agreements.
Monitors contractor performance to ensure full compliance with contract terms, conditions, and specifications. May assign and work with COR monitoring performance. Performs job-site visits as necessary to conduct special compliance checks. Performs contract closeout upon completion.
Ensures that all memorandums and other pertinent procurement documents are prepared adequately and accurately in accordance with policy and regulation. Keeps the Chief or team leader current with up-to-date status of actions and provides information for various management information reports and input for the Strategic Plan. Uses automated acquisition systems, Microsoft Windows, Word, Excel, Outlook, and other software as required.
Provides customers and contractors with special instructions on procurement issues and responds to questions on routine contracting matters. Monitors work in progress as appropriate to assess quality and quantity according to standards established by the Branch or Division Chief. Maintains effective and supportive relationships and takes initiative to resolve areas of disagreement. Handles difficult situations with tact and diplomacy.
The incumbent may serve as a warranted Contracting Officer within prescribed limits. May perform the duties of Team Leader as required. Assists other division members as needed and works on developmental assignments for more complex contract actions or special projects.

Qualifications
RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
Minimum Qualifications (Intermediate Level):
1. Experience demonstrating knowledge of basic acquisition regulations, policies, laws, and techniques for simplified acquisitions.
2. Experience applying simplified acquisition contracting principles, techniques, methods, and procedures of contracting.
3. Experience evaluating offers for responsiveness, price reasonableness, and responsibility.
4. Basic knowledge of sources of Government supply and services, including established and mandatory sources.
Highly Qualifications (Skill Level): Qualified candidates will possess, on top of the above qualifications, work experience performing duties equivalent in scope and complexity to the next lower grade level to include:
1. Experience applying contracting principles, regulations, laws, and procedures needed to perform pre-award and post-award procurement for actions that are non-complex.
2. Experience managing the full source selection process.
3. Must have experience in technical writing pertaining to documents such as contracts, acquisition plans, source selection documentation, or other correspondence with stakeholders.
4. Experience applying contract administration principles and practices needed to monitor contractor performance, manage Contract Officer Representatives, or to solve problems related to matters such as contract modifications, disputes, payments, performance issues, or similar.
Preferred candidates will possess a bachelor's degree which included a minimum of 24 semester hours of business courses, Certified Professional Contracts Manager, Defense Acquisition Workforce Improvement Act Level II/II in contracting or other applicable professional certification.
All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks.
