Job description

Job Title: Civil Estimator – Site Development

Location: Athens, TN
Employment Type: Full-Time
Reports To: Construction Manager

 

Position Summary

The Civil Estimator – Site Development is responsible for preparing accurate and competitive cost estimates for commercial and residential site development projects. This includes grading, mass earthwork, underground utilities, paving, concrete, and site improvements. The role involves analyzing plans and specifications, performing detailed quantity takeoffs, soliciting subcontractor and supplier pricing, and collaborating with project management to ensure successful project bidding and execution.

 

Key Responsibilities

Estimating & Bidding

  • Review civil/site plans, specifications, geotechnical reports, and bid documents.
  • Perform quantity takeoffs for mass grading, excavation, utilities, curb and gutter, concrete flatwork, and asphalt paving.
  • Prepare detailed cost estimates for labor, materials, equipment, and subcontractors.
  • Analyze earthwork balance, haul routes, and production rates.
  • Solicit and evaluate subcontractor and supplier quotes.
  • Identify project risks including soil conditions, site access, environmental constraints, and phasing challenges.
  • Attend pre-bid meetings and site walks as required.
  • Prepare and submit complete, accurate, and timely bid proposals.
 

Project Analysis & Planning

  • Develop preliminary schedules and site phasing plans.
  • Analyze historical cost data and production efficiencies for grading and utility installation.
  • Assist with value engineering and cost-saving recommendations.
  • Participate in project handoff meetings to ensure a smooth transition from estimating to operations.
 

Documentation & Reporting

  • Maintain organized bid files and takeoff documentation.
  • Track bid results and maintain estimating databases.
  • Assist with contract review and change order pricing related to sitework activities.
 

Qualifications

Education & Experience

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field (preferred).
  • 3+ years of estimating experience in site development construction.
  • Strong experience with commercial or residential sitework projects.
 

Technical Skills

  • Proficiency in estimating software (HCSS HeavyBid, Viewpoint, Sage, Bluebeam, or similar).
  • Strong earthwork and utility quantity takeoff skills.
  • Ability to read and interpret civil/site plans, grading plans, and utility profiles.
  • Proficient in Microsoft Excel.
