Job Description
ProSidian Seeks a Lead Developer / Consultant (Contract Contingent) located In Fort Lee, VA (or surrounding area) to support an engagement for Contract Lifecycle Management on behalf of A Federal Government Agency.  The ProSidian Engagement includes but is not limited to Management & Operations Consulting related to non-personal service in support to Business Process Re-engineering (BPR) for contract lifecycle management processes to conduct prototyping and development of automated tools as indicated by re-engineered process operational requirements.  
This is a non-personal services contract to provide support to Business Process Re-engineering (BPR) of up to 200 contract lifecycle management processes, and to conduct prototyping and development of automated tools as indicated by re-engineered process operational requirements. Contract lifecycle management documentation will define a subset of requirements for agile development of A Federal Agency's Integrated Workload Management System (IWMS) in support and execution of A Federal Agency Contract Management Office (CMO) responsibilities. This project focuses efforts on support to BPR such as LEAN analysis and process efficiencies at CMOs while developing automation necessary to implement changes or improvements in governance, process, and procedures.
This is Contract Contingent or Contract W-2 Position and ProSidian reserves the right to convert to a Full-Time ProSidian employed W-2 position with commensurate benefits and competitive salary.  
The ideal Lead Developer / Consultant (Contract Contingent) has the appropriate skill sets, education, work experience and work quantity to successfully meet all the requirements of this basic IDIQ and all awarded TOs on behalf of The ProSidian Engagement Team. The following are examples of what the ProSidian and The Client would consider personnel and the skills, and education and work experience that could be required in order to be successful:
Qualifications
QUALIFICATION REQUIREMENTS: A Bachelor's Degree is desired. Work Experience includes eight years of operational experience in Government or industry and a minimum of five years of experience managing testing environments.  The purpose of a Lead Developer is twofold.
--- The Lead Developer should act to enable his team to be as efficient as possible.  Secondly, the Lead Developer should ensure that standard for the engagement and principles are not only communicated throughout their team but furthermore, that they are actively enforced.  The Lead Developer is responsible that all of the developers in The Engagement Team are adhering to the software quality standards agreed by The Engagement Team and the wider development team so that work is done to the highest possible quality.  
--- The Lead Developer should be able to understand and be able to talk about and explain to The Engagement Team the importance of principles of good software design and development so that we are able to produce software of the highest possible quality in the fastest possible time and will be able to continue to do so in the future.
--- The Lead Developer should be able to understand and be able to talk coherently about the any practices (such as K2 BlackPearl Workflow & Forms technologies) with good understanding of OOD, data structures, multi-threading. 
--- The Lead Developer must be familiar with Design Patterns and have strong hands on experience with of ASP.NET, C# /VB, MVC, SQL, SQL Server and be Proficient in jQuery, Json, Angular JS, Ajax, JavaScript, HTML, XML, CSS.To ensure the features developed by The Engagement Team are produced to the highest possible quality in the fastest possible time.
--- The Lead Developer must be able to lead and show the developers on The Engagement Team better ways of doing things and help them improve their skills so that we all become better at our jobs.  Key requirements are the ability to develop workflow processes using K2 BlackPearl Workflow & Forms technologies
