Education Requirements:

Bachelor's degree or equivalent is required plus a minimum of 10 years of relevant experience; or Master's degree or Juris Doctor degree plus a minimum of 8 years of relevant experience to meet managerial expectations


Clearance Requirements: 

Department of Defense Top Secret security clearance is required. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. General Dynamics Mission Systems has an immediate opening for a Senior Contract Manager- Airborne Systems Business Area.  The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services.  General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.

Overview:
A Contracts Manager is responsible for overseeing and managing all contractual agreements between the company and its customers. This role involves drafting, negotiating, and executing contracts, as well as ensuring compliance with contract terms and conditions. The Contracts Manager also serves as a liaison between the company's legal team, program managers, and customers, and is responsible for identifying and mitigating any contract-related risks. Additionally, this role requires a strong understanding of contract law, regulations, and procedures. The Contracts Manager plays a critical role in protecting the company's interests while ensuring customer satisfaction.

Key Responsibilities:
• Advises leadership and other functions on contractual rights and obligations and provides interpretation of terms and conditions.
• Ensures compliance with company policies, laws, and regulations.
• Selects, develops, and evaluates personnel to ensure the effective operation of the function.
• Assists with the development of subcontract statements of work and flow-down of mandatory or neces-sary/prudent terms and conditions from a business and contract perspective.
• Delegates assignments to others for developing solutions to a variety of complex and difficult problems.
• Manages work, sets objectives, and meets commitments for self and others.
• Reviews and coordinates approvals of contract documents for protection of the company's contractual position, satisfaction of customer specifications and requirements, and adherence to company pol-icy.
• Acts as a primary point of contact with other departments for resolution of problems regarding contracts or subcontracts with Prime customers.
• Acts as the primary interface with customers, including fact-finding, audits, and formal contract or subcontracts with Prime Customers in negotiations.
• Conducts negotiations, reviews, and management of contracts and subcontracts with Prime Customers.
• Manages the contract change process and works with Program Management, Engineering, Fi-nance, and other disciplines to mitigate performance risk.
• Supports proposal activities to ensure compliance with solicitation requirements and company policies and procedures.
• Interacts with senior management, customers, on major program reviews, significant nego-tiations, and other special projects.
• Manages a team of contracts professionals providing contractual guidance, business strategy advice, and negotiation/administration support for all phases of the proposal, negotiation, and administration of contracts, with particular emphasis on maximizing profits and minimizing contract investment and risk.

Knowledge, Skills & Abilities:
• Detailed knowledge of contracting, including federal procurement laws and regulations (e.g., FAR, DFARS).
• Demonstrated knowledge of contract laws and regulations, including FAR and DFARS.
• Demonstrated knowledge of customer or subcontractor communities and business environment.
• Demonstrated decision-making ability, negotiation skills, and leadership competencies.
• Demonstrated self-motivation and the ability to exercise prudent business judgment in matters of business im-portance.
• Practiced adeptness in all areas of contracts administration.
• Ability to think and plan strategically and be proactive with the contracts or subcontracts needs of the busi-ness.
• Demonstrated computer skills (e.g., Microsoft Office) to support effective communications and business needs.

Workplace Options:
Hybrid role, must be able to report to Bloomington, MN / Scottsdale, AZ / or Chantilly, VA office 2 days a week or more based on business needs.
