Job description

JOB DESCRIPTION

Understand project and contract specifications, provide technical support in commercial discussion involving variation order, scope and responsibility, cost dispute, etc, with various project stake holders.

Define scope split matrix for Topside/Hull engineering sub-contractors.

Responsible for planning and execution of relevant engineering work schedule in line with the construction schedule provided by project planner.

Review and comment engineering schedule and planned activities proposed by engineering sub-contractors.

Review Instrumentation & Control documents, such as design philosophies, control narratives, ICSS network architecture, I/O list, instrument index, cause & effect matrix, instrument datasheets, intrinsically safe loop calculation, SIL verification, instrument/control room layout, deck arrangement, cable schedule, etc. Ensure the designs are following requirements of contract, classification and local authority regulations. and monitor the progress.

Monitor the progress of drawing schedule and planned I&C engineering design activities are in line with overall project execution plan.

Review and ensure equipment layout in compliance with requirements of contract, classification, and local authority regulations and coordinate with various disciplines for issues related to material handling, constructability and installation, operation and maintenance, and safety, etc.

Review procurement engineering documents issued by engineering sub-contractors, such as technical specifications, instrument data sheets, MTO, technical bid evaluation etc., participate in bid clarification meeting with vendor and assist in vendor selection.

Review and consolidate MTO and issue for purchase.

Review and comment vendor documents and participate in vendor FAT as lead representative.

Participates in technical meetings, progress reviews, 3D Model reviews, workshops; addresses issues related to I&C design and interface.

Act as lead representative for key discussions and safety workshops such as HAZID, HAZOP, gas dispersion study, Control HAZOP, ICSS design review, Functional Safety Assessment FSA, digital security review, etc, and make sound engineering decision.

Responsible to monitor and control material cost and manhours within the limit for the scope of work, and advocate cost consciousness among team members.

Act as point of contact for reporting team members to escalate any major issue or bottleneck and take necessary preventive/corrective action to rectify the situation.

Address comments from client, classification, local authority and 3rd party consultants with the assistance from engineering sub-contractors.

Responsible to lead in-house I&C team for I&C design of Buildings (F&G, PAGA, CCTV, etc.) and interface to topside/hull.

Communicate with vendors and other disciplines to ensure changes are captured timely and implemented in design and 3D Model.

Follow on with all instrumentation & control engineering activities after taking over from engineering sub-contractors, including document updating, vendor document review, supporting construction, commissioning etc.

Drive lesson learnt activities and take action to prevent repeated mistake among team members.
