Your Specific Responsibilities:
This position has major technical and administrative responsibilities for the statewide financial management of the USDA funded Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). This position is 100% supported by the federal WIC grant and the incumbent is responsible for the following tasks:
Plans, coordinates and supervises the work of the Fiscal Section in the Bureau of WIC Program Services. Performs all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing staff’s work, approving leave, and taking disciplinary action as appropriate. Reports routinely to the Bureau Chief on the work of the section and other related assignments.
Participates in the development of the Bureau’s long range plans. Establishes and implements short and long range goals and objectives for the Section. Ensures promotion of and adherence to the goals and objectives of the department and the bureau.
Compiles data, completes and submits/distributes all expenditure reports pertaining to the Florida WIC program, including the WIC Monthly Financial Management and Participation Report, closeout financial status reports, the Request for Advance or Reimbursement, all projected earnings and actual earnings reported, WIC Infrastructure Reports, WIC Breastfeeding Peer Counseling Reports and other grant reports.
Analyzes program, financial, and administrative data to evaluate and improve WIC Program operations and services. Creates and maintains subsidiary summaries including, but not limited to, local agency and statewide expenditure summaries, indirect costs, for infant formula and WIC-eligible nutritionals payments, interest payments, refunds received from vendors, contractor payments, and infant formula rebates. Calculates and monitors expenditures to ensure that required expenditure thresholds are achieved. Maintains historical data on the WIC Program grant and expenditures at both the state and local levels.
Serves as the program’s financial management liaison to other sections within the Bureau of WIC Program Services, the Department’s Bureau of Finance & Accounting, Office of Budget Management and Revenue Management, county health departments and contract providers, the Florida Office of the Auditor General, the Department of Children & Families, the Department of Financial Services, the USDA/FNS Regional Office and other programs, agencies, or departments.
Provides technical guidance in the development and interpretation of the program’s policies and procedures that contain a financial management component to ensure compliance with federal regulations governing the WIC program, federal fiscal guidelines such as 2CFR200, and state financial management and purchasing requirements. Program areas include, but are not limited to, expenditure reporting (including salary and fringe benefits); documentation of administrative expenditures; allowability of costs; expense categories; in-kind contributions to the WIC program; administrative obligation identification and reporting; ordering, receiving and billing of exempt infant formula and WIC-eligible nutritionals; reallocations of funds to local agencies and contractors; procuring of cost containment contracts such as the infant formula rebate contract; procuring and implementation of fiscal intermediary contracts; caseload management; record retention; design and implementation of financial management related data system reports, and WIC Program EBT (electronic benefit transfer).
Provides technical guidance in contracts and procurement for the bureau.
Participates in the development of food cost and administrative cost projections, legislative budget requests, analysis of budget status, surplus/deficit reports, spending plans and other budget-related requirements to meet the needs of the program as well as the Bureau.
Coordinates an ongoing review of the program’s financial management processes including reviewing support documentation for local agency expenditure reports. Participates in on-site monitoring reviews when appropriate. Tracks and analyzes spending patterns to identify trends and recommend best practices or areas needing improvement.
Supervises staff directly responsible for payment of all food costs and contractual administrative costs of the program including reimbursement by journal transfer of county health department administrative costs. Oversees monitoring of Prompt Payment Law compliance for the program and initiates quality assurance initiatives when corrective action is necessary.
Supervises the receipt and deposit of all infant formula rebates received from vendors, all refunds received from retail grocers for program overcharges, all refunds received from local agencies for prior year program overcharges, and all checks for interest earned on the balance of funds on deposit in the contractor's WIC account.
Assists the Office of Budget and Revenue Management in the reconciliation of federal expenditure reports to FLAIR, federal expenditure reports to cash draws, federal expenditure reports to the GRANTS System. Supervises reconciliation of the monthly interest statement from the State of Florida Treasury. Supervises the notification to the Office of Budget and Revenue Management of the Program’s daily cash requirements.
Participates in and responds to federal, state, and private (contractor sponsored) audits and management evaluation as required. Develops and implements corrective actions to strengthen the program’s fiscal accountability.
Prepares and compiles data for special reports and assignments. Produces financial management related portions of the State Plan and Procedure Manual. Writes and reviews reports, correspondence and other written materials as required.
Participates in WIC Continuity of Operations (COOP) planning and activities to ensure effective functioning of WIC financial management during emergencies.
Provides technical assistance, training, and guidance to local WIC agencies and other departmental staff through staff training, on-site visits, and correspondence or via the telephone. Serves on work teams to solve operational and programmatic issues.
Maintains and improves professional knowledge and skills through participation in staff meetings and through other staff development activities.
Performs other related duties and responsibilities as required.
Required Knowledge, Skills, and Abilities:
Knowledge of: basic accounting procedures and practices; Florida state governmental accounting; the principles of public health administration, planning and regulation; contract management principles; health care facility lease, renovation, and equipment purchase regulations and requirements; methods of data collection and analysis; basic management and supervisory principles and practices; problem solving techniques; correct spelling, grammar and punctuation; and WIC Program regulations and policies.
Skill in: the use of microcomputers and standard software programs including various MS Office programs (Word, Excel, PowerPoint, Outlook, etc); public speaking and communicating technical information at appropriate levels to different audiences.
