About this Job Section 21 - Data Collection 21/186238/GISMGR/8.13.26-SC About this Position: This position will be filled by the promotion of a current, permanent employee of DOTD. This position manages the DOTD Enterprise GIS including development and implementation of plans to integrate DOTD data when determined to be necessary or requested. This position also recommends software purchases and upgrades as well as the distribution of data and mapping products

As DOTD GIS Manager, this position supervises the DOTD geographic information system {GIS) personnel, digital mapping cartographers and other support personnel and their activities to support the DOTD Office of Planning data collections, analysis and mapping responsibilities. This position works with the Statewide Topographic Mapping Program Manager to manage the statewide geospatial database for topographic mapping required by Legislative Act 409 passed in 2012. As a representative of DOTO and a GIS expert, the incumbent serves as the designated member of the Louisiana GIS Council established by Act 922 in 1995 and re-enacted by Act 68 in 2005.

As a representative of DOTD and a GIS expert, the incumbent interacts with federal, state and local agencies, the transportation industry and the public regarding GIS data including both collection and distribution. Position reports directly to an Engineer 7, Data Collection and Management Systems Assistant Administrator. Job Duties and Other Information Job Duties: Manages and supervises DOTD Office of Planning Geographic Information System (GIS) personnel and activities, including management of all GIS data generated and maintained by DOTD Office of Planning. Manages, supervises and is the main point of contact for staff augmentation employees (currently 28 employees) under various available TORFR contracts.

Incumbent manages the requests for special projects in the form of data analysis and disbursement, map and slide creation for Executive Staff as well as other DOTD Sections and provides supervision to staff for GIS assistance through highly technical problem analysis for engineers, technicians and various users. In cooperation with the Statewide Topographic Mapping Program Manager, manages and supervises the development and maintenance of a statewide digital geospatial database for topographic mapping with the assistance of other state agencies and departments as directed by Act 409 of 2012, amended and re-enacted by R.S. 48:36

As a representative of DOTD, incumbent serves as the DOTD expert in Enterprise Linear Reference System (LRS) development, deployment and support. Incumbent supervises and manages the production of various types of graphics and digital or photographic slides of special purpose maps, GIS statistics and results of modeling using a variety of software products including production of high level GIS demonstrations with multimedia hardware and software.
