Job description

About Visionary Services
Visionary Construction, Inc. d/b/a Visionary Services is a certified Woman-Owned Small Business
(WOSB) and SBA 8(a) federal contractor with over a decade of experience delivering construction,
maintenance, and facilities services to U.S. government clients nationwide. We work alongside the
Department of Defense, U.S. Army Corps of Engineers, GSA, and other federal agencies, and we're
proud of the relationships we've built and the quality we consistently deliver.
We are growing, and we're looking for an experienced Contract Manager to support our team on a
newly awarded USACE General Park and Facility Maintenance contract at Table Rock Lake in Branson,
Missouri.
The Role

This is a hands-on, field-based leadership engagement. You will serve as Visionary's primary
on-site representative for the Table Rock Lake Project, managing a broad scope of general
maintenance and repair services at USACE recreation areas, facilities, and infrastructure across
the project area.
This is not a desk role. You'll be on the ground coordinating daily with the government COR,
managing field personnel and subcontractors, and driving quality and safety from the front. The
right person for this role is someone who operates their own business or functions as an
independent professional, brings their own expertise to the table,
and knows how to run a job site with minimal hand-holding.
• Independent contractor (1099) engagement — not classified as an employee of Visionary Construction, Inc.
• Invoicing accepted on a bi-weekly basis
• Long-term engagement tied to a federal contract with a base period and up to four option years
• Contractor is responsible for all applicable federal and state taxes, self-employment contributions, and personal
benefits
What You'll Be Doing

• Serving as Visionary's on-site point of contact for the U.S. Army Corps of Engineers COR on all contract matters
• Directing all field operations including carpentry, electrical, plumbing, concrete, roofing, painting, and excavation
• Conducting daily morning check-ins with the USACE program manager (7:30–8:00 a.m., Monday–Friday)
• Reviewing and assigning work orders and delivery orders as they are issued
• Responding to normal and emergency service calls within required timeframes (2 hours for emergency calls)
• Maintaining and submitting daily quality control reports, service call reports, and monthly exposure hour reports
• Coordinating background investigation packages and security compliance for all contractor and subcontractor
employees
• Managing key control and lock combination procedures per contract requirements
• Overseeing field personnel and subcontractor performance, ensuring qualification, insurance, and safety
compliance
• Ensuring compliance with OSHA 29 CFR 1910/1926 and USACE EM 385-1-1 Safety and Health Requirements
Manual
• Conducting weekly safety meetings and maintaining all required documentation
• Identifying hazardous conditions, reporting incidents within 24 hours, and driving corrective action
• Supporting invoicing with accurate records of work performed, materials used, and hours logged
• Maintaining personnel qualification files and ensuring all licenses and certifications are current
What We're Looking For
Required:
• Minimum 3 years of supervisory or field management experience in construction, facilities maintenance, or a
related trade
• Demonstrated experience managing multiple concurrent work scopes (carpentry, electrical, plumbing, or similar)
• Strong understanding of safety compliance, including OSHA standards
• Ability to read, interpret, and execute work orders, delivery orders, and contract specifications
• Valid driver's license and reliable transportation
• Must be able to pass a federal background investigation (NCIC/TSDB vetting; Tier 1 OPM investigation may be
required)
• Must hold a REAL ID-compliant driver's license or government-issued ID
• Must be able to read, write, speak, and understand English fluently
• Must be available for emergency response outside of normal working hours
• Must carry general liability insurance as an independent contractor
Preferred:
• Prior experience on a U.S. Army Corps of Engineers, GSA, or other federal government contract
• Familiarity with USACE recreation area or project office operations
• Experience working within an IDIQ contract structure  or other facility maintenance contracts
• Knowledge of the Service Contract Act (SCA) and federal prevailing wage requirements
• OSHA 10 or OSHA 30 certification
• First Aid/CPR certification
• Certified backflow prevention device tester credential (Missouri DNR) a plus
