M&J is seeking Resident Engineers to serve as the Consultant's senior on-site representative and primary liaison with the Virginia Department of Transportation (VDOT), contractors, utility companies, local agencies, and other project stakeholders.
Responsibilities
• Serve as the Consultant's senior on-site representative and primary liaison with the Virginia Department of Transportation (VDOT), contractors, utility companies, local agencies, and other project stakeholders.
• Provide overall management and administration of Construction Engineering and Inspection (CEI) services for highway, bridge, and transportation infrastructure projects.
• Direct and supervise all project staff including Assistant Resident Engineers, Office Engineers, Senior Construction Inspectors, Construction Inspectors, and Materials Inspectors.
• Ensure construction activities comply with VDOT Road and Bridge Specifications, contract documents, standards, environmental permits, and safety requirements.
• Conduct progress meetings, coordination meetings, partnering meetings, and construction status meetings with VDOT and contractor personnel.
• Review contractor schedules, shop drawings, submittals, Requests for Information (RFIs), and contractor work plans.
• Review and approve Daily Work Reports (DWRs), inspection reports, and quantity documentation prepared by project inspection staff.
• Oversee preparation and approval of progress payment estimates, change orders, contract modifications, and force account documentation using VDOT SiteManager.
• Coordinate resolution of construction conflicts, field issues, and contractor requests.
• Ensure compliance with environmental regulations, erosion and sediment control plans, and maintenance of traffic requirements in accordance with the VDOT Work Area Protection Manual (WAPM).
• Ensure proper project documentation and electronic records management in VDOT SiteManager in accordance with VDOT contract administration procedures.
• Coordinate with VDOT personnel regarding contractor performance evaluations and project closeout documentation.
Qualifications
Required
  • Bachelor's degree in Civil Engineering or related engineering discipline.
    • Professional Engineer (PE) license in Virginia or ability to obtain reciprocity.
    • Minimum 10-15 years of experience in transportation construction management or construction inspection.
    • Experience managing CEI teams on VDOT or comparable DOT highway or bridge construction projects.
    • Thorough knowledge of VDOT Road and Bridge Specifications, Standards, and contract administration procedures.
    • Experience with VDOT SiteManager or similar DOT construction management systems.

Preferred
  • Certified Construction Manager (CCM) certification.
    • Prior experience serving as Resident Engineer on VDOT projects.
    • NICET Level IV certification in Transportation Construction Inspection or Construction Materials Testing.
    • OSHA 30-Hour Construction Safety Training.
    • ACI Concrete Field Testing Technician - Grade I certification.
