 POSITION TITLE: Senior Director, Vendor Management

REPORTS TO: Chief Administrative Officer

CLASSIFICATION: Exempt

POSITION OVERVIEW:

The Senior Director, Vendor Management owns ADB's subcontractor network strategy end to end, with primary accountability for recruitment, onboarding, and performance of the subcontractor base that supports field operations across all regions.  This role builds and scales the systems, relationships, and governance needed to grow a qualified, safety-compliant, and production-ready subcontractor bench, and to convert onboarded capacity into utilized capacity.  The Senior Director partners closely with Safety, Operations, Legal, and Finance to ensure the subcontractor program supports ADB's growth targets while protecting the company through diligence and audit readiness.

ROLES AND RESPONSIBILITIES:

Subcontractor Recruitment & Network Development

  • Build and execute a national subcontractor recruitment strategy, identifying market gaps by geography, craft, and capacity
  • Develop and manage a pipeline of prospective subcontractors, including sourcing channels, outreach cadence, and qualification criteria
  • Own the subcontractor network's size, mix, and utilization rate, and drive utilization improvement as a core performance metric
  • Represent ADB at industry events, trade associations, and sourcing forums to expand the qualified vendor pool

 Onboarding & Compliance

  • Own the end-to-end onboarding workflow, from application through insurance verification, safety qualification, and system activation
  • Manage and continuously improve onboarding systems and workflow tools, in partnership with IT, to reduce time-to-activation
  • Ensure every onboarded subcontractor meets ADB's safety, insurance, licensing, and contractual requirements before field deployment
  • Maintain subcontractor agreements and documentation in coordination with Legal and contract management systems

 Vendor Performance Management

  • Administer a weighted vendor performance scorecard covering safety, quality, and production, and use it to drive network decisions
  • Lead a tiered violation and escalation framework for underperforming or noncompliant subcontractors, up to and including network removal
  • Conduct regular business reviews with top subcontractors and produce subcontractor bench health reporting for executive leaders
  • Benchmark ADB's subcontractor program against industry frameworks and peer practices and recommend program enhancements

 Cross-Functional Leadership

  • Partner with Safety to align subcontractor qualification standards with ADB's safety program requirements
  • Partner with Operations and regional presidents to forecast subcontractor capacity needs against production demand
  • Partner with Legal on subcontractor agreement terms, insurance requirements, and dispute resolution
  • Build and lead a team to support recruitment, onboarding, and performance administration as the network scales

 WORK ENVIRONMENT:

  • This role operates out of ADB's corporate headquarters located in Pacific, MO or one of our offices in Dallas, San Antonio, Atlanta, Houston, Lockport, or remote depending on location
  • This role operates out of a temperature-controlled office environment
  • This role routinely uses standard office equipment such as laptops, copiers, and cell phones

  • Subcontractor network size and growth rate against market demand
  • Subcontractor utilization rate
  • Time from application to field-ready activation
  • Onboarding compliance rate (safety, insurance, licensing)
  • Vendor scorecard performance distribution across the network
  • Network attrition and removal rate

 EXPERIENCE AND EDUCATION:

  • Bachelor’s degree in business, supply chain, construction management, or related field; equivalent experience considered
  • 8+ years of progressive experience in vendor management, subcontractor relations, procurement, or workforce supply within construction, telecommunications, or specialty contracting
  • 3+ years in a leadership role building or scaling a vendor or subcontractor network
  • Demonstrated experience with vendor qualification frameworks (e.g., ISNetworld, Avetta) or comparable compliance systems
  • Working knowledge of contract management and workforce systems (e.g., Monday.com, NetSuite, Ironclad, or comparable platforms)
  • Strong analytical skills, with experience building and managing performance scorecards and data-driven vendor governance
  • Excellent cross-functional communication skills and comfort presenting to executive and ownership audiences
