Job Summary:
Under the supervision of the CEO, promotes, markets, and supervises all services provided by the counseling & EAP department. Responsible for entire budget and program development for the diverse counseling & EAP program. Complete market analysis, sales forecasting, and development of new counseling services. Maintain contracts and relationships with all EAP companies and coordinate services provided. Ensure clinic meets OHA requirements to maintain COA status. Monitor office policies and procedures for compliance as well as a follow-up system to assure quality of care and problem resolution for employees of client companies. Provide therapy, counseling and trainings. Maintain confidentiality of employee and client company files.
Education & License Requirements:
Earned PhD or Masters in social work, mental health counseling, psychology, marriage family therapy, or related human services area required. Hold current licensure in Oregon.
Minimum Qualifications & Experience:
Must have comprehensive understanding of mental health counseling, including assessment and effective short-term treatment, and the ability to apply this knowledge to a wide variety of individuals and problems. Experience leading clinicians in behavioral health services to private commercial insurance and Medicare/Medicaid beneficiaries required. Experience in individual, couple, and family counseling required. Knowledge of EAPs and how to adapt to widely divergent companies and organizations is preferred. Registered as a Clinical Supervisor in Oregon preferred. Experience in alcohol and drug treatment preferred. Must have a current driver's license, a licensed vehicle for transportation. Must have at least three years of administrative and supervisory experience. Marketing and proposal writing experience is preferred.
Essential Job Functions:
  • Target, forecast, and market EAP services to business and industry in Lane County.
  • Promote, position and manage community relationships to expand commercial insurance, Medicare/Medicaid clientele.
  • Write and implement departmental budget with responsibility for maintaining cost-effective program.
  • Recruit, hire, schedule, supervise, and manage employee performance for counseling and support staff.
  • Write contracts with client companies, consulting with the organization's attorney as needed.
  • Serve as liaison with client companies regarding installation and operation of EAP within client company.
  • Train supervisors in client companies regarding identification and referral of staff with job performance problems.
  • Coordinate health promotion presentations and employee orientations of the EAP within client company.
  • Provide company-specific training to client companies, make public presentations.
  • Arrange for critical incident debriefing for client companies and other community organizations as needed.
  • Facilitate accurate screening for medical and alcohol/drug disorders with appearance of psychological disorders.
  • Coordinate 24-hour crisis intervention system for the EAP program.
  • Oversee operational controls and quality assurance.
  • Provide quarterly, informative statistical reports to client companies that protect confidentiality.
  • Train counseling staff to handle supervisor referrals and "trouble-shoot" particularly difficult or high-level referrals.
  • Arrange for ongoing development and quality assurance of community referral network.
  • Liaison with insurance companies and managed care organizations to assure accurate payment of referrals.
  • Work with assigned contact to negotiate contracts.
  • Stay current on legal decisions affecting EAPs, insurance contracts, mental health counseling, Medicare, Medicaid, and seek legal counsel as necessary.
  • Write formal proposals for large organizations, as needed.
  • Maintain knowledge base of current staffing level practices, coordinate staff development and team building activities.
  • Participate in conflict resolution, problem solving, peer communication, and public relations.
  • Assure compliance with mental health regulations, such as HIPAA privacy practices and insurance regulations.
  • Work independently, utilizing sound judgment, and time management skills.
  • Model effective communication skills; verbal, written, and electronic.
  • Write/update departmental policies and procedures.
  • Evaluate, purchase, and arrange for maintenance of departmental equipment and supplies.
