MINNKOTA POWER COOPERATIVEย 

SENIOR CONTRACT ADMINISTRATOR

Minnkota Power Cooperative is seeking applicants for the position of Senior Contract Administrator in the Procurement Department at our headquarters in Grand Forks, North Dakota.

This position negotiates and administers contractsย and purchase ordersย for laborย andย material byย determiningย whatย theย Cooperativeย needs, who the qualifiedย suppliers are, requesting proposals, evaluatingย proposals with project manager,ย and then negotiating a contract with the most qualified and cost-effectiveย supplier. Theย Seniorย Contract Administratorย is the procurement lead onย the majority ofย capitalย projectsย and federally funded projectsย and backup forย supply chain risk management.ย ย 

The pay range for this position begins at $106,594ย per year. Appropriate compensation will be determined based on a candidate's skills, education, and any previous relevant experience.ย 

Essentialย Responsibilitiesย ย 

  • Negotiates and executesย materialย and labor contracts.ย ย 
    • Lead contracting for major capital projects and federally funded projects.ย 
    • Examine guidelines and provide process documentation on federally funded projects.ย 
    • Engageย withย theย project managerย toย determineย requirements,ย specificationsย and/or scope of work. etc.ย 
    • Expand knowledge and understanding of whatย is being requested.ย 
    • Develop a request forย proposal.ย 
    • Identifyย and search forย qualifiedย suppliers.ย 
    • Submitย requestย for proposal toย suppliers.ย 
    • Conduct a pre-bid meeting or call, ifย required.ย 
    • Review proposals with theย project manager.ย 
    • Ensure that quotedย labor orย material meets specifications.ย ย 
    • Useย background knowledge to negotiate acceptable contract terms with theย supplier.ย 
    • Work through all clarifications with theย project manager.ย 
    • Review attachments such as rates, expenses, etc.ย 
    • Review insurance certificates toย determineย if they meetย Cooperativeย requirements.ย 
    • Selectย supplierย with best value and abilities toย performย contract requirements.ย 
    • If required, get signature approval perย Cooperativeย authority level.ย 
    • Issue contracts andย purchaseย orders.ย 
  • Administers material and labor contracts.ย 
    • Monitor progress of contracts.ย 
    • Keep track of Requests for Information and Potential Change Orders.ย ย 
    • Assist with Project Management ensuring all documents, drawings, etc. have been provided as agreed upon.ย 
    • Conduct meetings/calls with theย supplierย to address issues, as needed.ย ย 
    • Attend regularly scheduled meetings/calls on the project, as needed.ย 
    • Negotiate and process change orders/amendments asย required.ย 
    • Ensure thatย termsย of the contracts have been satisfied.ย 
    • Close outย paperwork forย contractsย if applicable.ย 
    • Engage in lessons learned meetings to better future contracts/projects.ย 
    • Assistย with invoice discrepancy and questions.ย 
                  • Conductย supplierย interviews and meetings.ย 
                    • Watch for newย suppliers that provide goods and/or services that would be beneficial toย Cooperative.ย 
                    • Request customer references,ย biographiesย and information onย plants, facilities, and officesย fromย suppliersย as needed.ย 
                    • Inform theย supplierย ofย Cooperativeย procurement procedures and appropriateย Cooperativeย contact.ย 
                    • Updateย supplierย file information.ย 
                    • Meet withย suppliers onsite and at offsite conferencesย in order toย maintainย a professional relationship and keep up to date onย supplierย offerings.ย 
                    • Discuss potentialย suppliers with the project manager.ย 
                    • Line up calls as needed.ย
