Job description

Director of Civil Engineering Operations - Metric Engineering

The ideal candidate is a recognized expert in CEI and FDOT standards, with extensive experience managing large-scale transportation and infrastructure projects across Florida. While a Professional Engineer (PE) license is preferred, it is not required, provided the candidate possesses exceptional leadership capabilities, deep CEI expertise, and a proven history of successful project delivery.

This role is designed for a true "rockstar" civil engineering professional who can drive operational excellence, cultivate client relationships, mentor engineering teams, and expand our presence within the Florida transportation market.

Key Responsibilities

  • Provide executive-level leadership and oversight for CEI operations across Florida
  • Direct and mentor a team of Professional Engineers, Resident Engineers, Senior Inspectors, and Project Managers
  • Serve as the subject matter expert for FDOT policies, procedures, specifications, and CEI requirements
  • Oversee multiple concurrent transportation and infrastructure projects including highways, bridges, interchanges, roadway improvements, and transit-related initiatives
  • Ensure projects are delivered safely, on schedule, within budget, and in full compliance with FDOT standards
  • Maintain and strengthen relationships with FDOT leadership, municipalities, counties, contractors, and key industry stakeholders
  • Support business development initiatives, proposal efforts, project pursuits, and strategic growth opportunities throughout Florida
  • Review project performance metrics and implement best practices to improve efficiency and project outcomes
  • Provide guidance on contract administration, claims avoidance, construction management, quality assurance, and risk mitigation
  • Lead staffing strategy, succession planning, and professional development initiatives within the CEI division
  • Represent us at industry events, conferences, professional organizations, and client meetings
  • Collaborate with executive leadership on long-term growth strategy and market expansion initiatives

Required Qualifications

  • Bachelor's Degree in Civil Engineering, Construction Management, or related engineering discipline
  • 15+ years of progressive experience in transportation engineering, construction management, and CEI services
  • Extensive experience working with FDOT projects and programs
  • Deep knowledge of FDOT specifications, construction administration, contract management, and quality assurance requirements
  • Proven leadership experience managing large multidisciplinary engineering and inspection teams
  • Demonstrated success overseeing multiple large-scale transportation projects simultaneously
  • Strong understanding of transportation infrastructure design, construction, maintenance, and operations
  • Exceptional communication, leadership, client management, and relationship-building skills
  • Established professional network within Florida's transportation and infrastructure community

Preferred Qualifications

  • Previous experience serving as CEI Project Administrator, Senior Project Engineer, Resident Engineer, CEI Program Manager, or Transportation Operations Leader
  • Experience managing district-wide or statewide FDOT programs
  • Involvement with organizations such as Florida Engineering Society, American Council of Engineering Companies, or transportation industry committees
  • Track record of growing engineering practices and expanding client relationships

What Success Looks Like

  • Recognized internally and externally as the go-to CEI expert
  • Successfully leading and mentoring multiple Professional Engineers and project teams
  • Driving profitable growth of CEI operations across Florida
  • Maintaining exceptional FDOT client satisfaction and project performance metrics
  • Identifying and securing new transportation infrastructure opportunities
  • Building a high-performing team culture focused on technical excellence and project delivery
