Overview

LMI is seeking a highly motivated and talented Operations Research Systems Analyst (ORSA) to work onsite at Scott Air Force Base in Illinois.

The Mission: To support USTRANSCOM's Global Bulk Fuel Management and Delivery (GBFMD) program. The ideal candidate will lead the strategic coordination and integration of bulk fuel logistics into Combatant Command operational plans (OPLANs). This role is crucial for ensuring the alignment of strategic objectives with logistical capabilities, directly contributing to the effectiveness and readiness of Department of War (DoW) missions worldwide across USTRANSCOM, Combatant Commands, Defense Logisitcs Agency (DLA), and the Services.

Responsibilities

Duties & Responsibilities:

Operational Readiness Analysis: Analyze, develop, and model reports on worldwide operations and combatant command plans (e.g., fuel feasibility analysis, services' bulk fuel capability readiness) to identify requirements and resolve issues impacting the GBFMD Mission.

Modeling & Simulation: Apply Operations Research techniques (including mathematical programming, simulation, optimization, and stochastic modeling) to assess and optimize GBFMD capabilities during assessments, wargaming, and exercise scenarios.

Strategic Alignment: Evaluate and ensure the continuous alignment of strategic objectives with logistical capabilities, providing senior leaders with data-driven courses of action (COAs).

Methodology Development: Support the development of innovative modeling and measuring techniques; utilize advanced mathematics, statistical methods, systems engineering methods, and operational mathematics techniques.

Technical Reporting: Write comprehensive reports documenting complex data analysis, tool design and development, methodology, and test results.

Subject Matter Expertise: Provide expert ORSA support and advisory to studies, fuel conferences, exercises, and real-world contingency events.

Qualifications

Minimum Qualifications:
* DoD SECRET Clearance with eligibility for TS/SCI.
* Bachelor's degree in Operations Research, Systems Engineering, Mathematics, Statistics, or a highly related quantitative discipline.
* Proven experience in Operations Research, Systems Analysis, advanced data analytics, or military logistics modeling.
* Strong proficiency in analytical and data visualization tools such as SQL, Tableau, and Microsoft Excel, Qlik, Databricks, Maven Smart Systems as well as experience with programming languages OR software (e.g., Python,R, GIS, MATLAB, CPLEX).
* Demonstrated understanding of Combatant Command OPLANs and DoD bulk fuel/logistics operations is highly desirable.
* Proven ability to analyze and interpret geospatial data, utilize digital maps, and leverage spatial analysis tools to support decision-making.

* Ability to travel within CONUS and OCONUS, approximately 10% of the time.

Preferred Qualifications:
* Demonstrated experience with TPFDD analysis and the Joint Operation Planning Process (JOPP).
* Understanding of the petroleum or fuel industry, including market dynamics, supply chain logistics, or regulatory frameworks.
* Proven ability to translate complex data into clear, actionable insights for senior leader decision-making.
* Experience working with DoW, DLA, or USTRANSCOM.

Target salary range: $95,000.00-$105,000
