The Orange County Environmental Protection Division is seeking a motivated, organized, responsible individual who is able to work independently to fill the role of Environmental Specialist II (ESII) or Senior Environmental Specialist (SES) as an inspector in our Petroleum Storage Tank Compliance Program.
This is a technical and scientific position conducting field inspections, providing compliance assistance, identifying responsible parties, interpreting federal, state, and local regulations, recommending corrective action and conducting follow-up enforcement and inspections as required. Performs environmental fieldwork pursuant to State of Florida contract requirements and generally influences compliance with State and Local petroleum storage tanks regulations.
Job Description Representative Duties/Assignments :- Conduct inspections of facilities with regulated petroleum storage tanks, including a physical inspection, examining required records, and determining facility compliance with Chapter 62-761 and 62-762 Florida Administrative Code.
- Review permits related to storage tanks facilities as needed.
- Enter data, retrieve data, pull reports, etc. from multiple databases.
- Meet time frames and metrics associated with the program requirements and contract.
- Coordinate activities with outside agencies to support comprehensive enforcement and/or permitting in cases involving multiple jurisdictions.
- Assist less experienced staff with permitting and enforcement issues.
- Meet with violators to resolve non-compliance conditions on a voluntary basis.
- Prepare administrative consent agreements; monitor the activities of violators to ensure compliance with terms of consent agreements.
- Participate in the preparation of noncompliance cases to be presented to the Code Enforcement Special Magistrate, Environmental Protection Commission, and/or County Attorney's Office.
- Investigate complaints and perform fieldwork as needed.
- Attend public meeting and provide public assistance.
- Analyze environmental data for violations and significant trends.
- Prepare reports and letters that are technically accurate, grammatically correct, and free from spelling and punctuations errors.
- Perform other related duties as assigned
Minimum Qualifications Graduation from an accredited four-year college or university with a Bachelors Degree and major course work in Environmental or Civil Engineering, Geology, the natural sciences, or a related field and three years of environmental experience.
Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, lifting up to 50 pounds, exposure to dust and fumes, and occasional exposure to adverse weather.
Preferences Knowledge of public relations and customer service skills.
Knowledge of Chapters 62-761 and 62-762, Florida Administrative Codes.
