Job Description:

BlackVe is seeking an experienced Finance Director to provide financial leadership and analytical support across new business opportunities, government programs, and key company initiatives. This role will partner closely with the finance leadership, Program Management, Contracts, Business Development and Operations to support opportunities from proposal development through contract execution.

The ideal candidate has strong government contracting experience, including proposal pricing, program finance, EACs, forecasting, and financial analysis, and is comfortable working across multiple functions in a growing organization.

Key Responsibilities and Essential Job Functions:
  • Provide financial support throughout the business development and contract lifecycle, from opportunity assessment and proposal development through contract award and execution.
  • Support proposal pricing, including labor build-ups, indirect rates, escalation, subcontractor costs, travel, ODCs, fee/profit, cost narratives and pricing scenario analysis.
  • Support financial transition of newly awarded contracts from proposal assumptions into executable program budgets and forecasts.
  • Partner with Program Managers to develop and maintain budgets, forecasts, ETCs, and Estimates at Completion (EACs).
  • Support program and customer financial reporting requirements, including Contract Data Requirements List (CDRL) deliverables, financial reports, funding analyses, and other customer-required submissions, as applicable.
  • Analyze program performance, including revenue, cost, margin, funding, backlog, burn rates, and forecast-to-actual variances.
  • Identify program financial risks and opportunities and provide recommendations to Program Management and Finance leadership.
  • Support monthly program and business financial reporting and management reviews.
  • Perform financial modeling and analysis supporting strategic decisions, investments, business cases, and other company-wide initiatives.
  • Support annual operating planning (AOP) and forecasting activities as needed.
  • Develop and improve financial models, templates, reporting tools, and processes that support scalability and financial visibility.
  • Perform ad hoc financial analysis and special projects in support of company leadership.
Required Qualifications:
  • Bachelor’s degree in Finance, Accounting, Business, Economics, or a related field.
  • 10+ years of progressive experience in finance, program finance, pricing, FP&A, or program control, with significant experience in the U.S. Government contracting environment.
  • Strong knowledge of U.S. Government contract types and structures, including Firm-Fixed-Price (FFP), Cost-Reimbursement/Cost-Plus, Time-and-Materials (T&M), Labor-Hour, IDIQ, and Task Order contracts.
  • Demonstrated experience supporting government contracts across the lifecycle, including proposal development, pricing, award, program execution, forecasting, and financial reporting.
  • Strong experience with proposal pricing, EACs, budgeting, forecasting, variance analysis, and program financial management.
  • Understanding of how contract type impacts pricing, revenue, cost management, funding, forecasting, risk, and overall program financial performance.
  • Working knowledge of FAR, CAS, DCAA requirements, indirect rates, and government contracting cost structures.
  • Strong financial modeling, analytical, and problem-solving skills with advanced Microsoft Excel proficiency.
  • Ability to communicate financial information effectively and partner across Finance, Business Development, Contracts, Program Management, and Operations.
  • Ability to work independently, manage competing priorities, and operate effectively in a growing and evolving organization.
Preferred Qualifications:
  • Experience with Unanet, including project financial management, reporting, budgeting, forecasting, and/or program control functionality.
  • Experience supporting both new business/proposal pricing and post-award program financial management.
  • Strong communication and interpersonal skills, with demonstrated ability to partner effectively across Finance, Business Development, Program Management, Contracts, Operations, and technical teams.
  • Ability to communicate complex financial information clearly to both financial and non-financial stakeholders.
  • Experience working in a small, mid-sized, or rapidly growing government contracting environment.
  • MBA, CPA, CMA, or other relevant advanced degree or professional certification is a plus.
Location and Travel Requirements:
  • This position is Hybrid/Remote based in Herndon, VA with possible occasional travel to or Albuquerque, NM and other company locations or partner facilities as needed.
