Aalis Management Consulting is seeking a Contract Database Support Subject Matter Expert (SME) to provide comprehensive support to a federal agency's contract data environment. This role is responsible for ensuring data accuracy, usability, security, and long-term sustainability of acquisition and contract data systems.

The SME will support the design, maintenance, and enhancement of government-managed systems, while providing day-to-day technical support and contributing to data-driven decision-making across acquisition operations.

Key Responsibilities

Database Development & Maintenance

  • Design, develop, and maintain database structures, tables, forms, queries, and dashboards
  • Support ongoing system enhancements using tools such as SQL Server, SharePoint Online, and Power Platform
  • Ensure data integrity, accessibility, and performance across systems

Reporting & Analytics

  • Develop and maintain Power BI dashboards and reports to support acquisition and contract analysis
  • Generate ad-hoc and recurring reports on contract actions, obligations, and expenditures
  • Conduct trend analysis to identify risks, inefficiencies, and improvement opportunities

Data Management & Validation

  • Extract, validate, and reconcile data from PRISM and related systems
  • Maintain SharePoint Online lists as primary acquisition data repositories
  • Perform routine data quality checks and updates

Testing & Quality Assurance

  • Conduct functional and regression testing for database updates and enhancements
  • Ensure compliance with agency standards for data security and reliability

Documentation & Knowledge Management

  • Develop and maintain technical documentation, user guides, and standard operating procedures
  • Support knowledge transfer and continuity of operations

System Support & Modernization

  • Provide day-to-day technical support and troubleshooting
  • Support integration across Microsoft 365 tools (Excel, Power BI, SharePoint Online)
  • Assist with potential migration to future contract writing and financial management systems
  • Develop and maintain legacy data repositories to preserve historical records

Environment Overview

  • SharePoint Online lists serving as primary data repository
  • 10โ€“15 Power BI dashboards with monthly/quarterly refresh cycles
  • PRISM data feeds supporting reporting and analytics
  • Ad-hoc and recurring reporting requirements driven by government stakeholders

Minimum Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Data Management, or a related field
  • Minimum of five (5) years of experience supporting database systems or data environments
  • Hands-on experience with Microsoft 365 tools, including Excel, Power BI, and SharePoint Online
  • Experience with SQL or similar database technologies
  • Strong analytical, problem-solving, and communication skills

Preferred Qualifications

  • Experience supporting federal acquisition or contract data systems
  • Familiarity with PRISM or similar contract writing systems
  • Experience with Power Platform (Power Apps, Power Automate)
