Network Engineering Analyst -Level III
Kingfisher Systems, Inc. (Kingfisher) specializes in providing a full range of Information Technology, Cybersecurity, Intelligence, and support services to the U.S. Government. Responsibilities
The Network Analyst (NA) is a member of a multidisciplinary team that provides analytical support to various internal customers. The Network Analysis team is composed of analysts who address very distinct areas of telecommunications. The successful candidate is likely to be a subject matter expert in one of the following:
  • Telecom and data transport and switching engineering in support of traditional telcos
  • Data center network engineering in support of intra- and inter-data center transport
  • Network architect or cellular network engineering for 3G, 4G, or SG to include core network (EPC) and radio network engineering

Duties: This Network Analyst performs the following functions:
  • Coordinate with the customer's other multidisciplinary teams to provide timely and accurate network analysis regarding the logical and physical routes of key telecommunications networks
  • Collaborate with team members and other organizations to evaluate the role and value of potential network operations
  • Display a mastery of network operations, principles, and best practices
  • Creatively employ a mastery of the telecom domain to support the multidisciplinary teams in providing direct mapping and graphics inputs into the customer's modeling tool
  • Perform analysis on wireless and wireline circuit-switched and packet-switched telecommunications networks
  • Perform analysis on transmission protocols
  • Perform analysis on network technologies
  • Present analysis to a range of technical and non-technical audiences
  • Serve as a focal point for tracking and understanding emerging technologies
  • Maintain appropriate technical training to ensure skills and tradecraft are kept current with evolving technology
  • Perform other duties as assigned at the direction of project management

Required Qualifications
  • Must be a United States Citizen
  • Minimum of six (6) years of experience specific to the skills identified in a position's Qualification Summary, plus the Education qualification. A senior level practitioner. Someone that has extensive experience or training related to a particular skill, language, system, technology, or tradecraft and is capable of not only delivering a capability tied to that experience or training, but passing the knowledge on to others. Ability, training, and work experience is significantly more important than the number of years of experience. This is especially true with emerging technologies
  • Experience with commercial telecommunications networks, providing physical and logical network routes to answer strategic requirements
  • Demonstrated knowledge of Network Management Systems (NMS), Network Function Virtualization (NFV), or Software Defined Networking (SDN)
  • Demonstrated knowledge of network elements, including switches, routers, multiplexers, and wireless and wireline transport infrastructure
  • Demonstrated understanding of network technologies, protocols, systems, and equipment
  • Demonstrated advanced knowledge of, or experience with, one or more of the following:
    • Public Switched Telephone Network (PSTN)
    • Data networks (IP, MPLS, traffic engineering, Open Flow)
    • Dedicated/private communications networks
    • VoIP networks, Softswitch technology, or Session Border Controllers (SBCs)
    • Fiber optic cable characteristics, engineering, installation, and maintenance
    • RF-related technologies (cellular, microwave, millimeter wave, VSAT)
    • Gigabit-capable Passive Optical Network (GPON) technology
  • Demonstrated expert-level knowledge of the OSI model at layer 1, 2, or 3
  • Private sector work experience with an industry-leading telco (Verizon, AT&T, SPRINT) or hardware provider (Cisco, Lucent, Qualcomm, Nokia). Other similar industry leaders are acceptable.
  • Foreign language is considered a plus

Desired Certifications:
  • CCNA or CCNP certification

Years of Experience:
Minimum of six (6) years of commercial experience in one of the following roles:
  • Facility Engineer or Network Planner (TDM and/or Data)
  • Large-scale networking engineering across multiple packet fabrics, such as Google B4
  • Core network engineer or radio network engineer with experience in 3G, 4G and/or SG engineering

Degree Requirement:
  • Bachelor's degree in a STEM discipline, e.g., Computer Science, Cyber Security, Engineering, Mathematics, or Statistics.
  • Other STEM majors with a strong analytic and technical acumen are acceptable
  • Bachelor's degree related to the specific skill from an accredited college or university, preferred. Relevant work experience related to the labor category may be substituted for the degree requirement, as follows:
    • No degree plus ten (10) years relevant work experience
    • Associate's degree plus eight (8) years relevant work experience
    • Bachelor's degree plus six (6) years relevant work experience

Minimum Clearance Requirement:
  • Must be willing and eligible for a clearance

  • Traditional business hours with a high degree of flexibility to meet team needs
