Job Description

The purpose of the position is to serve as a Contract Support Specialist in the planning, specification writing, estimating, quality assurance, and material specification for the marketing and business aspects of propulsor manufacturing and foundry operations. The employee prepares contract documents for goods, equipment, and service contracts.

Responsibilities include but are not limited to:

  • Contract Documentation (40%): Prepares contract request package specification documentation (i.e. Statements of Work (SOW), Independent Government Cost Estimates (IGCE), Market research, sole source justification, brand name justification, Simplified Acquisition Purchase (SAP) Prep Guides, memo of record, etc. for goods and services contracts including firm-fixed-price (FFP), Indefinite Quantity Indefinite Delivery (IDIQ) orders, Blank Purchase Agreements (BPAs), Basic Ordering Agreements (BOAs).
  • Contract Management (20%): Complies with plan of action and milestone schedules while utilizing the Acquisition Management System - Program Management Tool (AMS-PMT) for each goods and services contract request action.
  • Site Sponsor (10%): The work involves performing a wide range of performance assessment and monitoring duties in support of select (facility vending, shredding, and chip reclamation) services. This work will be primarily performance assessment and monitoring in nature. The position provides program support to contract specialists and acquisition managers to include customer relationship management, market research, acquisition planning, and preparation of requirements packages including Independent Government Estimates.

Qualifications Required for the Position

  • Must have a sound knowledge of, and ability to, prepare contract request packages with required specifications/documentation. This includes knowledge of Statements of Work (SOW), Independent Government Cost Estimates (IGCE), Market research, sole source justification, brand name justification, Simplified Acquisition Purchase (SAP) Prep Guides, memo of record, etc. for goods and services contracts including firm-fixed-price (FFP), Indefinite Quantity Indefinite Delivery (IDIQ) orders, Blank Purchase Agreements (BPAs), Basic Ordering Agreements (BOAs), Contract modifications, task, and delivery orders.
  • The position requires the knowledge of and a general understanding the Naval Foundry and Propeller Center as well as a familiarity with building and equipment maintenance and other general maintenance and service requirements.
  • The work involves planning, data gathering, drafting, and preparing package specifications on assigned contracts requirements and Performance Work Statements, Independent Government Cost Estimates (IGCE), Market research, sole source justification, brand name justification, Simplified Acquisition Purchase (SAP) Prep Guides, memo of record, etc. for goods and services contracts including firm-fixed-price (FFP), etc. This process involves forecasting terms up to five years.
  • Strong written and verbal communication skills. Must have the ability to communicate with various levels, internally and externally, and relay information to generate improvement activity.
  • Ability to analyze problems, research and collect data, make quick and positive decisions based on past experience and established guidelines.
  • Ability to organize, plan, coordinate and execute a project.
