The Mohave County Human Resources Department is offering an outstanding opportunity for an experienced and strategic leader to serve as our Risk Manager. This key leadership position is responsible for protecting County employees, operations, and assets through the development and administration of comprehensive risk management, safety, workers' compensation, and compliance programs. The successful candidate will provide forward-thinking leadership, foster a culture of safety and accountability, and collaborate across departments to proactively identify, assess, and mitigate organizational risk.
In this role, you will: Lead and oversee the County's Risk Management Division Provide expert guidance on risk, insurance, safety, and compliance Direct claims management, workers' compensation, and loss prevention programs Partner with County leadership, departments, elected officials, and external agencies Oversee safety initiatives, OSHA compliance, and risk mitigation strategies Manage division staff, budget, and critical programs Support contract review, insurance coverage, and capital project risk needs Promote a culture of safety and accountability across the organization What We're Looking For Strong leadership and decision-making skills. Expertise in risk management, claims, safety, and insurance programs Ability to analyze trends and implement effective solutions Excellent communication and collaboration skills Experience working with complex organizations or public sector environments Hiring Range: $68,078 - $83,699 DOQ Essential Job Functions Plans, organizes, and directs the activities of the Risk Management Division; establishes and implements policies, procedures, and guidelines in alignment with direction from the Director and consistent with County and Department goals. Provides guidance to the Director, elected officials, County staff, and boards, committees, and commissions on risk management matters.
Directs the preparation of complex studies, reports, and special planning or research projects. Prioritizes and allocates resources; evaluates programs and service delivery; and recommends and implements improvements to ensure effective operations. Collaborates with the Procurement Department to secure professional services and develop contracts; supports negotiations and oversees County Capital Improvement insurance for projects.
Maintains coordination with County departments and external agencies at the local, state, and federal levels to support effective program administration and participation. Represents the Division on committees, boards, and commissions as assigned. Promotes understanding of risk management programs and policies through presentations, community outreach, and media communication.
Participates in professional organizations and delivers presentations to professional and civic groups. Develops and administers the Division budget in alignment with program goals. Prepares and delivers oral and written presentations to the Board of Supervisors, committees, and the public.
Assists in coordinating litigation and claims management, including liaison with attorneys, insurance carriers, departments, and the public; ensures accurate recordkeeping and data management. Oversees staff responsible for vulnerability assessments, hazard mitigation, loss control, safety programs, claims management, and accident investigations, including after-action reviews and root cause analysis. Coordinates with departments, the Arizona Counties Insurance Pool, and Human Resources to monitor workers' compensation claims and EEOC complaints; analyzes trends to identify risks and corrective actions.
Oversees OSHA compliance and required reporting. Supports and coordinates boards and committees such as Accident Review Boards, Traffic Safety Committee, and Safety and Loss Prevention Committees. Assists in reviewing insurance legislation and recommends updates to coverage and requirements.
Reviews insurance, bonding, and indemnification provisions for County contracts and purchasing agreements. Directs Risk Analysts in managing security contracts, conducting facility security assessments and investigations, maintaining security systems, and serving as liaison with security vendors and emergency responders. Minimum Qualifications Bachelor's degree in Public Administration, Business, Finance, or related field 5+ years of progressively responsible experience in risk management 2+ years of supervisory experience Certified Risk Manager (CRM) or similar professional designation (ARM, ARMP, CRIS) or the ability to acquire within 6 months from hiring Special Requirements Valid driver's license with acceptable driving record Successful post-offer background check and drug screening Knowledge, Skills & Abilities Knowledge of: Risk management principles and practices as applied to governmental risk management programs, including loss prevention, worker compensation, insurance and legal terminology, insurance bid procedures, leases and contracts, claims administration, claims processing, safety, security, fire protection, hazardous waste, loss control, and State industrial insurance system.
Local, State and Federal regulations and laws pertaining to risk management, worker compensation and insurance plans. Principles and practices of statistics as applied to financial and operational activities. County government operations, organization, procedures, and policies.
Principles of management and supervision. Principles and practices of employee supervision, development and training programs and methodology. Research techniques and reports presentation.
Computing literacy to include use of word processing, electronic spreadsheet and human resource database applications. Basic statistical concepts and methods used in collecting data. Effective written and oral communication principles and techniques.
Mohave County Personnel Policies and Procedures, and Department Regulations. Skill in: Utilizing computer systems and applications, personal computers, networked systems, and Internet, such as electronic spreadsheets, word processing, databases, graphics, and Global Positioning System (GPS) on fleet vehicles, and security systems. Reading, understanding, interpreting and applying relevant city, county, state and federal statutes, rules, ordinances, codes, administrative orders, case law and other relevant directives.
Producing written presentations and oral reports for internal and external audiences. Assessing, evaluating, prioritizing and handling multiple tasks, projects and demands. Working within deadlines to complete projects and assignments.
Effectively communicating in writing and verbally with a diverse workforce. Effectively utilize computers, computer systems and applications in the performance of work assignments, such as electronic spreadsheets, reports, word processing, database and graphics. Ability to: Understand, apply and comply with federal and state statutes, regulations, Personnel Policies and Procedures, department regulations and professional Codes of Ethics in the performance of responsibilities and assignment.
Develop and maintain cooperative and harmonious working relationships with colleagues and a diverse workforce.
