Job description

Brookline DPW's Engineering & Transportation Division seeks a Civil Engineer IV to support municipal infrastructure design, construction oversight, and surveying activities that enhance the Town’s public right-of-way, utilities, parks, and facilities. The Civil Engineer IV performs professional engineering design review, surveying, construction management, and project administration for Town infrastructure projects. The role develops and reviews plans and specifications, conducts field investigations, oversees utility and sewer/drain projects, prepares cost estimates, and ensures work is performed in accordance with Town standards.

Responsibilities

  • Supervise construction projects, including design, inspection, administration, and documentation.
  • Prepare detailed contract drawings, technical specifications, cost estimates, and Requests for Proposals.
  • Oversee water rehabilitation, sewer, and drain projects; ensure contractor compliance with Town standards.
  • Conduct investigations of sewer and drain defects; assess structural issues, capacity limitations, and inflow/infiltration.
  • Perform land surveying, construction layout, property line establishment, and as-built documentation.
  • Serve as design engineer for final construction documents and material/construction technique recommendations.
  • Provide functional supervision to engineering staff and manage consultants supporting assigned projects.
  • Coordinate with Town staff, contractors, consultants, and the public; prepare reports, correspondence, and presentations.
  • Perform related work as required.

Qualifications
Bachelor of Science in civil engineering or a related field and five years of design development and contract management experience; experience with public utilities, design review, and project oversight; or an equivalent combination of education, training, and experience.

Required licenses/certifications:
• Engineer in Training (E.I.T.) or Registered Land Surveyor
• Eligibility for admission to the professional engineering examination
• Valid Class D Driver’s License

Ideal Candidate
The ideal candidate will demonstrate strong technical proficiency in municipal engineering, including utility systems, surveying, construction oversight, and contract administration. The candidate will be able to analyze project data, evaluate plans and specifications, identify issues and develop solutions, communicate effectively with varied stakeholders, and represent the Town at meetings and public forums. Skill in problem-solving, analytical review, planning, design, and both oral and written communication is essential.

Pay Information
Starting hourly range: $48.63 – $51.60 (annualized $95,193 – $101,020) depending on qualifications and experience.
