Job description

Responsibilities
Contract Specialist- Behavioral Health
Horizon Health is seeking a Contract Specialist to manage, draft, review. and negotiate contracts for all Horizon Health business lines. This role requires extensive knowledge of legal and regulatory requirements in behavioral health, ensuring compliance and mitigating risk. The specialist will collaborate closely with internal stakeholders and external partners to facilitate contract execution and ongoing management.
Responsibilities:
  • Collaborate with senior leadership to draft, review, and negotiate a wide variety of contracts including provider agreements, vendor contracts, business associate agreements, and confidentiality agreements specific to behavioral health services.
  • Maintain accurate and organized contract files and database(s) (MyHorizon's MIC Repository). Track and follow up with the programs to ensure that monthly reports are uploaded and/or submitted in a timely manner. Measure and report on contract performance metrics and compliance issues as needed.
  • Collaborate with leadership, legal, compliance, finance, and operational teams to evaluate bids, prepare contracts, negotiate terms and resolve contract-related issues and provide strategic advice.
  • Conduct legal research and analysis related to contract language, behavioral health regulations, and compliance standards. Identify potential legal risks in contract terms and work proactively to mitigate risk. Ensure contracts comply with applicable laws, regulations, and organizational policies.
  • Manage contract execution processes including approvals, signatures, and renewals, and oversee vendor management and respond to request for proposals (RFPs).
  • Support audit and regulatory review preparedness related to contractual documentation.
  • Provide training and guidance to internal stakeholders on contract processes and best practices.
  • Performs other duties as assigned/required by this position

Qualifications
  • Bachelor's degree in Paralegal studies, legal studies or a related field required
  • Minimum of 5 years experience in contract management, preferably in a healthcare industry
  • Paralegal certification highly preferred
  • Proficient in contract management software and legal research databases
  • Ability to met demanding deadlines and contribute to overall compliance
