This position is contingent upon contract award.
Position Overview
Hatalom Corporation is seeking a professional to provide HTML5 Programming Services in support of the Marine Corps University (MCU), College of Distance Education and Training (CDET). This position develops interactive HTML5 courseware and multimedia applications that support Marine Corps distance professional military education (DPME) programs. Working closely with Subject Matter Experts (SMEs), Instructional Systems Designers (ISDs), Course Directors, and Associate Deans, this role creates engaging, accessible, and technically sound online learning experiences delivered through the MarineNet eLearning Ecosystem.
Responsibilities
  • Develop interactive HTML5 courseware for asynchronous, self-paced learning.
  • Collaborate with SMEs and Instructional Systems Designers to implement HTML5-based instructional solutions that support learning objectives.
  • Design, develop, and maintain multimedia content for MarineNet and other digital learning platforms.
  • Create web-based learning modules that meet instructional, technical, and accessibility requirements.
  • Provide programming and webpage design support to Course Directors and Associate Deans.
  • Integrate graphics, video, audio, animation, and other multimedia elements into online learning products.
  • Coordinate with authorized government imagery and video repositories to obtain approved media assets.
  • Support the development of multimedia products for CDET marketing and outreach initiatives.
  • Ensure digital learning products are functional, user-friendly, and aligned with project requirements.

Minimum Qualifications
  • Bachelor's degree in Computer Science, Software Engineering, Web Development, Information Technology, Digital Media, or a related field (or equivalent experience).
  • Three (3) or more years of experience developing HTML5 applications, web-based training, or interactive multimedia solutions.
  • Proficiency with HTML5, CSS3, JavaScript, and responsive web development.
  • Experience developing interactive eLearning or multimedia applications.
  • Strong understanding of web accessibility and responsive design principles.
  • Ability to collaborate effectively with instructional designers, SMEs, and technical stakeholders.
  • Active Secret Clearance or the ability to obtain and maintain a Tier 3 (Secret) clearance.

Preferred Qualifications
  • Experience supporting Department of Defense or federal government training programs.
  • Familiarity with MarineNet, Moodle, or other Learning Management Systems.
  • Experience with SCORM, xAPI, or other eLearning standards.
  • Experience integrating video, graphics, animation, and multimedia into web-based learning.
  • Knowledge of instructional design principles and adult learning methodologies.

Security Requirements
  • U.S. Citizenship required.
  • Active Secret Clearance or ability to obtain and maintain a Tier 3 (Secret) clearance
