Job description


Basic Purpose
Administers company electric and gas contracts. Assists in preparation of contracts, agreements, and addendums for review and approval. Tracks documents and performs variance analysis through the life of the contract. Assists other departments with Rule 9 related issues.
Responsibilities
Essential Duties and Responsibilities
Reviews all Project Line Extension, Relocation, High Voltage Distribution, Substation, and Gas Main project total cost true-ups as required by Rule 9. Facilitates meetings with the customer to explain how the refund or invoice was calculated when needed. 25%
Administers contracts applicable to electric and gas Rule 9 requirements and related Public Utility Commission of Nevada (PUCN) tariffs. 20%
  • Ensures overall compliance of the terms and conditions of the contract with established policies, procedures and regulations;
  • Collaborates with internal departments to minimize contractual risks to the Company;
  • Maintains all base contract templates and updates each template when needed;
  • Reviews transactions under the terms of the contract;
  • Ensures Sarbanes-Oxley and other corporate policies and procedures are followed for all contract related transactions;
  • Performs variance analysis, audits, true-ups, and close-outs/expirations of contracts;
  • Provides cost tracking and analysis on high profile projects;
  • Manages periodic invoicing for projects with special billing terms;
  • Assists with dispute resolutions as needed;
  • Compiles information for data requests for General Rate Cases; and
  • Assists other departments with Rule 9 related issues.
  • Performs all annual true-ups as required by electric and gas Rule 9 to ensure compliance 9 is maintained and all refunds are processed on time as outlined in Rule 9. 15%
  • Analyzes and interprets applicable PUCN, Federal Energy Regulatory Commission (FERC), and other industry-related rules and regulations as appropriate; reports to management potential impact on company goals and objectives. 10%
  • Coordinates between the Company and other parties any contract language disputes. Works closely with internal and external Legal Counsel to create contracts that have positive outcomes when changes are requested. 10%
  • Performs analysis and assessment of current practices and standards; makes recommendations to management for process improvements. Creates quarterly reports to track the construction status on projects that have an executed electric or gas Rule 9 contract. Ensures that all projects with executed contracts are in the proper status to ensure that true-ups required by Rule 9 are completed on time and customers receive their refund or invoice on time. Maintains contract documentation as needed. 10%
  • Creates and maintains new and old Rule 9 Process or Procedure documents as needed. Ensures that the established Process or Procedure is followed. 5%
  • Works closely with internal legal to create Facility Relocation, Design Cost, HVD, Substation, Engineering Study, NDOT Form 700, or any other contract that is not maintained within the EWAM Maximo work management system. Coordinates with all required departments to obtain the information or exhibits required to create these contracts. Provides the final execution version of the contract to be presented to the customer. 5%
  • Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.
  • Performs related duties as assigned.

Qualifications
Essential Education, Skills, and Environment
Education and Work Experience
Bachelor's Degree from and accredited school and 5 years of related work experience in business management, finance or accounting.
Candidates that do not possess a Bachelor's Degree must have a minimum of 9 years of related work experience.
