Overview
Job Summary
Galapagos Federal Systems LLC is seeking a Contracts Management Analyst III / Contracts Lead to support the Program Manager Warfare (PMW) 120 office within NAVWAR Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I).
This role offers the opportunity to work alongside a high-performing team supporting mission-critical U.S. Navy programs in Battle space Awareness and Information Operations.
The ideal candidate will provide senior-level acquisition and contracting support across the full acquisition life cycle. This includes supporting contract planning, execution, and administration activities for enterprise IT, digital, and mission support efforts within a dynamic program office environment.
Serving as a key advisor to Program Managers, Contracting Officers, and cross-functional stakeholders, the Contracts Lead supports the development of acquisition strategies, contract documentation, and procurement actions while ensuring alignment with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Navy policies.
This position requires strong knowledge of DoD acquisition processes, contract strategy development, and performance tracking, with the ability to support complex programs and provide insight to leadership in a fast-paced, mission-focused environment.
Key Responsibilities
The Contracts Management Analyst III / Contracts Lead will:
  • Lead development and execution of acquisition strategies, contract plans, and procurement documentation supporting PMW 120 programs
  • Provide full life cycle contract support, including pre-award, award, and post-award administration
  • Develop, review, and refine acquisition artifacts such as Statements of Work (SOW), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), acquisition plans, and Justification & Approval (J&A) packages
  • Ensure compliance with FAR, DFARS, NMCARS, and applicable Navy/DoD acquisition policies and procedures
  • Coordinate with Contracting Officers, legal counsel, CORs, and technical teams to support contract execution and resolve contractual issues
  • Support and/or lead source selection activities, including evaluation criteria development, proposal evaluation, and documentation
  • Monitor contractor performance, deliverables, funding execution, and contract modifications to ensure alignment with program objectives
  • Provide recommendations on contract types, procurement strategies (e.g., IDIQ, BPA), and funding approaches (e.g., O&M, RDT&E, Procurement)
  • Identify, assess, and mitigate contractual and programmatic risks while maintaining audit-ready documentation
  • Track contract milestones, deliverables, and financial execution to support reporting, forecasting, and decision-making

Requirements
Skills and Experience
The Contracts Management Analyst III / Contracts Lead must have:
  • Active TS/SCI
  • 10+ years of experience in federal/DoD contracting or acquisition support
  • 3+ years of experience in direct support of a Navy organization performing pre/post award contract support for ACAT I / II to ACAT III / IV and AAPs, Projects, and Adaptive Acquisition Framework Pathways (to include Software Acquisition Pathway, Middle Tier Acquisition Pathway, etc.)
  • Strong knowledge of the DoD acquisition life cycle and program office operations
  • Expertise in FAR, DFARS, and NMCARS regulations and their practical application
  • Demonstrated experience supporting enterprise IT, digital, or cybersecurity programs within a Navy or DoD environment
  • Proven ability to develop high-quality acquisition documentation (SOW/PWS, IGCE, acquisition plans, etc.)
  • Experience with various contract types (FFP, CPFF, T&M, IDIQ) and their appropriate application
  • Familiarity with funding execution and financial management within federal programs
  • Strong analytical, problem-solving, and risk management capabilities
  • Excellent written and verbal communication skills, including experience briefing senior leadership
  • Ability to manage multiple priorities in a fast-paced, deadline-driven environment
  • Experience with acquisition and financial systems (e.g., Navy ERP, SPIDER, CARD, LCCE, APB, NAVWAR GWB, or similar tools)

Education and Certifications
The Contracts Management Analyst III / Contracts Lead must meet the following:

  • Master's degree in Business Administration, Contract Management, Acquisition, Finance, or a related field
  • DAWIA Certification in Contracting (Level II required; Level III)

Security Clearance
