The Opportunity:

Turner & Townsend is a leading global professional services company supporting clients across real estate, infrastructure, and natural resources. As one of our three core business segments, Infrastructure is a strategic growth priority through 2030, encompassing aviation, rail, transit, ports, and highways. 

To support this growth, we are expanding our national proposal capability. This role will sit within a centralized US proposal development team, contributing to pursuits across all regions and segments while serving as a dedicated Infrastructure subject-matter expert (SME). 

This is a high-impact role supporting some of the most complex and high-visibility pursuits in the business. This individual will play a critical role in proposal delivery, client interview preparation, and elevating the quality of visual storytelling in proposals and presentations, with a focus on the Infrastructure pipeline. 

Job Summary:

The Proposal Development Manager is responsible for leading the development of compelling, compliant, and visually engaging proposals and interview presentations that win work across the US. Operating as part of a larger, national proposal writing team, this individual will support opportunities across regions and service lines, for both public and private sector pursuits across multiple sectors, but initially in the Infrastructure sector, and partner closely with senior leadership and technical pursuit teams to shape winning capture strategies. 

This role requires a unique combination of exceptional technical writing and storytelling ability, strong project and stakeholder management skills, advanced PowerPoint design capabilities (content + visual ownership), and confidence coaching senior leaders for high-stakes client interviews. 

Key Responsibilities:

Lead the development of high-quality, winning proposals and presentations across the US, with an initial focus on supporting, Infrastructure sector (e.g. aviation; rail; defense) pursuits. This role will also extend to support proposal management in Energy and the Natural Resources sector (e.g. Conventional Low Carbon; Transmission; nuclear; mining), and the Real Estate sector (e.g. data centers; industrial manufacturing; life sciences; healthcare; corporate office; tall buildings; sports & venues)pursuits. .  

Proposal and interview management: 

  • Lead end-to-end proposal development (RFQ/RFP/RFI), including planning, content creation, and submission 
  • Coordinate stakeholders and manage timelines across multiple concurrent pursuits within a national team model 
  • Translate complex delivery concepts into concise, persuasive content aligned to client needs 
  • Lead client interview preparation, including developing presentation materials, facilitating mock interviews and rehearsal sessions, and coaching teams to present with confidence and clarity 

Infrastructure sector and technical writing expertise: 

  • Act as a go-to proposal resource for Infrastructure pursuits, applying knowledge of major market players, sector trends, delivery models, and terminology 
  • Maintain and evolve infrastructure-specific proposal content, case studies, and differentiators 
  • Help shape win strategies and compelling messaging that improves Turner & Townsend’s win probability on Infrastructure pursuits 

Visual content ownership: 

  • Own the design and development of proposals and presentations in PowerPoint, creating visually compelling, brand-compliant deliverables that elevate overall quality of submissions 
  • Combine content development and visual design to produce clear, engaging storytelling and graphics 
  • Utilize templates while also enhancing layouts, graphics, and storytelling for maximum impact 
  • Translate technical concepts into clear visual diagrams, infographics and structured narratives
Qualifications

Required Skill Sets and Qualifications: 

To provide the support that Turner & Townsend’s client-facing professionals require, the candidate will need 5-8 years of marketing and proposal/bid writing and coordination experience, preferably within a B2B professional services environment. Required competencies include: 

  • Experience: Minimum of 5 years of experience across both proposal/bid management and corporate marketing/communications, preferably within the construction consultancy, advisory, legal, architecture, or real estate industries. Proven ability to translate complex information into persuasive narratives. 
  • Education: Certification in proposal management such as Association of Proposal Management Professionals (APMP) or other. Alternatively, a bachelor’s degree in business, marketing, communications, journalism, or the equivalent in prior marketing and business development experience.  

Core competencies:  

  • Excellent project management, organizational and problem-solving skills, and demonstrated ability to manage multiple complex projects simultaneously, under tight deadlines; implement and enforce procedures, and influence stakeholders at all levels.  
  • Possesses a strong aesthetic sensibility and a proven ability to develop visually appealing and impactful proposal layouts, graphics, and presentations. 
  • An ability to understand the broader business context and contribute strategically to proposal development and business development initiatives. Comprehensive knowledge of the construction consultancy and advisory business is a plus. 
  • Creative thinker with an ability to communicate complex ideas in a simple way, both written and verbally.  
  • Self-starter who demonstrates integrity and a strong work ethic.  
  • Technical skills: Expert proficiency in Microsoft PowerPoint is mandatory for developing compelling and visually engaging proposals and bid presentations. Mastery of overall Microsoft Office Suite. Adobe Creative Suite proficiency desirable. Video and graphic design experience is also a plus.
