Summary
The Project Engineer supports field activities and spends a majority of time working with the Project Manager supporting project administration on multiple small projects, or one medium to large-size projects. Activities include managing the job transition process; and supporting the management of cost and schedule, constructability, technical evaluations, quality, safety, work planning, procurement, contract management, regulatory compliance, etc.
Roles and Responsibilities
The Project Engineer will possess competency in the following areas in order to perform his/her role in a safe, productive, and effective manner. Note that the areas listed are intended to describe the general nature and level of work being performed by co-workers assigned to this role. They are not intended to be an exhaustive list of all the responsibilities, skills, efforts, or working conditions associated with this job.
  • Generates and obtains approvals of monthly billing and earned values
  • Develops and manages the project schedule on small or mid-sized projects
  • Analyzes targets and goals, job cost summaries, and other reports
  • Alerts the Superintendent and Project Manager of project impact relating to resource management, crew make-up/size, etc.
  • Generates and obtains approval of the initial budget and subsequent updates, and reviews weekly job cost summaries and advises the Project Manager
  • Generates estimates of change orders and may interface with pre-construction on original bids
  • Collaborates with pre-construction and the project team to manage the job transition process, communicate project requirements, and develop the initial procurement plans, budgets, etc.
  • Generates material quantity take-offs, scoping documents, terms and conditions, delivery, etc. as applicable to support the procurement process
  • Generates requests for proposal(s), solicits and reviews quotations, and recommends a procurement decision to Project Manager
  • Prepares field purchase orders for standard purchase packages, and generates and obtains approval of Major Purchase Orders
  • Gathers and roughs-in monthly financial reports, and participates in the project financial reviews
  • Works with the Project Manager to approve and code project invoices
  • Generates and obtains approval of technical records such as constructability reports, RFI's, inspection records, work packages and deviation reports
  • Coordinates with the Superintendent, Field Project Engineer, and Line and Grade to generate required as-built records
  • Manages work package closure, punch lists, and project turnover process and approves pre- and post-pour checklists
  • Collects necessary documentation to identify and determine impact of potential contract changes, disputes, and claims
  • Leads LEAN/SQP committee and identifies improvement opportunities
  • Ensures all subcontractors are in compliance with terms of subcontracts, generates, and obtains approval on impact notices as needed
  • Reviews and confirms reports documenting compliance (Company and subcontractors) with prevailing wage, workforce utilization, MBE/SBE participation, etc., and advises the Project Manager of issues
  • Interfaces with Safety and Risk Management in establishing clinics, managing first report of injuries, and assisting with co-worker case management
  • Follows Company Recruitment and Hiring Guidelines
  • May conduct new-hire orientation and process E-Verify (must be certified)
  • May coordinate tracking and completion of training requirements with project management

Requirements
  • Bachelor's degree from an accredited college or university and 2 years' of experience or 6 years' of construction related experience and/or training; or equivalent combination of education and experience
  • Proficiency in Microsoft software programs such as Word, Excel, and PowerPoint

  • Ability to read, analyze, and interpret general business documents, technical procedures, and government regulations
  • Ability to write reports, business correspondence, and procedures
  • Ability to communicate well with all levels of workers involved with the project
  • Ability to apply concepts such as fractions, percentages, ratios, proportions, geometry, and trigonometry to practical situations
  • Ability to analyze and compute mathematical differences from all stages of drawings from conceptual to final drawings including development of shop drawingsAbility to understand Cost Accounting
  • Basic understanding of construction software such as Primavera, Timberline, Vista and the like
  • Ability to understand, customize and modify spreadsheets
  • Ability to direct work and evaluate strengths and weaknesses of co-workers
  • Ability to work in a team environment
  • Ability to define problems, collect information, establish facts, and draw valid conclusions
  • Ability to develop construction schedule via the critical path method
  • Ability to understand contracts, specifications, drawings, and scope of work
