The Construction Project Engineer supports the successful planning, execution, documentation, and closeout of petroleum construction projects involving Aboveground Storage Tanks (AST), Underground Storage Tanks (UST), fuel distribution systems, and associated civil, mechanical, and electrical scopes. The position works closely with Project Managers, Construction Managers, Superintendents, Estimators, Owners, Engineers, and Subcontractors to ensure projects are completed safely, on schedule, within budget, and in compliance with applicable codes and regulations.



The Construction Project Engineer is responsible for project documentation, permitting coordination, procurement support, submittals, RFIs, change management, scheduling support, quality control, and project closeout.


Project Administration

  • Assist Project Managers & construction managers with execution of multiple construction projects simultaneously.
  • Maintain complete project documentation within Procore.
  • Create and maintain project files.
  • Track project milestones and critical path activities.
  • Monitor project budgets and committed costs.
  • Assist with monthly project forecasting.
  • Coordinate project startup documentation.
  • Prepare subcontract agreements and purchase orders.
  • Track long lead procurement items.

Engineering & Technical Support

  • Review construction drawings and specifications.
  • Identify design conflicts prior to construction.
  • Coordinate with engineers regarding design clarifications.
  • Assist with constructability reviews.
  • Review equipment layouts, fuel piping routing, shop drawings, grading, utility conflicts, and tank layouts.

Permitting & Regulatory Compliance

  • Coordinate building, fire marshal, UST, AST, environmental, electrical, plumbing, and utility permits.
  • Coordinate with AHJs, environmental agencies, utilities, and building departments.
  • Create a permitting matrix.
  • Track permit approvals and expiration dates.

Submittal Management

  • Prepare product submittals, shop drawings, equipment data sheets, PE documents, certifications, welding/testing procedures.
  • Maintain submittal log and approval status.

RFI Management: Prepare and track RFIs for design conflicts, utilities, substitutions, and field questions.

Change Order Management: Prepare quantity takeoffs, labor/material estimates, pricing, change events, and owner change orders.

Scheduling Support: Support CPM schedules, look-ahead schedules, inspections, deliveries, startup, and subcontractor sequencing.

Construction Support: Provide technical support for field installation, conduct site visits, and document progress.

Quality Control: Verify compliance with drawings, specifications, API, PEI, STI, and NFPA standards. Coordinate testing, inspections, and startup.

Safety Support: Promote OSHA compliance, safety plans, JHAs, environmental compliance, and incident documentation, create project, site specific safety plans.

Project Closeout: Coordinate as-builts, O&M manuals, warranties, punch lists, inspections, lien waivers, testing, owner training, and regulatory closeout.

Required Knowledge: AST/UST systems, fuel piping, civil/mechanical/electrical construction, petroleum equipment, leak detection, tank monitoring, Procore, Bluebeam, Microsoft Project, Microsoft Office.

Preferred Standards: NFPA 30, 30A, 70, 77; PEI RP100/RP900; STI; API; EPA 40 CFR Part 280; OSHA.

Technical Skills:

Requirements

  • Bachelor's degree in Construction Management, Engineering, or a related field preferred; or a High School Diploma/GED with equivalent relevant work experience.
  • Minimum of 3 years' experience working in the construction industry.
  • Petroleum construction experience preferred.
  • Strong written and verbal communication skills
  • Proficiency in planning, organizing, time management and prioritizing
  • Valid driver's license.
  • Ability to travel 20-40%
  • Must be able to meet company's employment requirements, which include passing a drug screen, background check, and MVR, if driving for the company
  • Physical Requirements: Ability to repetitively lift, carry, push, pull up to 50 pounds, frequent bending, stooping, standing 8-10 hours per day.
